About This Opportunity
The City of Hillsboro has a strong commitment to protecting public health, natural resources, and the environment. To facilitate this, our Stormwater and Sanitary Division of the Public Works Department is seeking an environmentally-minded professionals to join our Environmental Services team. Our team is responsible for all erosion prevention and sediment control, storm and surface water management, vegetation, and spill investigation related inspections.
What You Will Be Doing
As the Environmental Services Senior Inspector, you have a strong desire to help protect the City of Hillsboro’s water quality and the environmental health in compliance with all stormwater regulatory requirements. Part of your role will be to educate before regulating complicated situations. Your primarily focus will be performing erosion prevention and sediment control, stormwater management facility, green infrastructure, planting plan, and vegetative corridor restoration inspections associated with construction projects.
You will be assigned a project and you will inspect it from the initial mass grading phase until the last remaining structure is completed. Work will be predominately conducted in the field with limited office work although you will attend meetings in-person or virtually on occasion. The use of technology in the field is critical to the success of the person in this role. You will be assigned a tablet, phone, laptop, portable sampling equipment, and camera to utilize in your field work and for documentation.
Communication is a critical component of this role, both in written and verbal form, as you will be documenting, uploading, and communicating environmental requirements and standards with construction contractors, equipment operators, engineers, business owners, residents, state, county, and City employees. Since this position has a heavy field work component, you should be able to manage your time efficiently and effectively. If you can read and interpret engineering and erosion control site plans, this may be the right role for you.
The person selected for this position will perform a pivotal role protecting the City’s public stormwater system and the health of our urban watershed within Hillsboro.
Primary Duties & Responsibilities
- Manage inspections that need to be performed
- Have good time management skills to complete all work independently
- Perform site inspections and site visits on all assigned projects
- Perform inspections per the permit and program regulations and requirements
- Document inspections out in the field and in the office with pictures and notes
- Communicate items to address with contractors, site superintendents, project managers and City staff
- Attend pre-construction and construction meetings
- Inspect stormwater management facilities, and vegetative corridors on all projects assigned
- Perform stormwater sampling for turbidity and pH and other parameters to verify compliance as needed

Successful Candidates Will Have
Previous experience performing erosion control inspections as a Certified Erosion and Sediment Control Lead inspector role in Oregon or Washington, or equivalent in other states. Experience using computer content management systems to manage inspecting data, and track inspections to perform. Good observation skills, note taking, and writing skills. Experience inspecting stormwater management facilities green infrastructure, landscaping, and stream corridor/wetland buffer vegetation restoration improvement. Experience and comfortable to independently perform sampling for all field parameters as needed.
Preferred Certifications
- Ability to speak, read, and write Spanish.
- Current CESCL certification
- Experience performing construction related inspections associated with a regulation or permit is strongly preferred but not required
- Knowledge and certification of stormwater regulatory programs
Acceptable Experience and Training
- Associate’s degree in Civil Engineering, Geographic Information Systems (GIS), Geography, Environmental Sciences, Natural Resource Management, General Science, or a closely related field, OR
- 3 years of field experience performing environmental related inspections to include interpretation of plans or maps, monitoring, documentation of observations, using GPS devices, using field collection devices and sampling equipment or meters, and performing electronic data entry and records management (This experience requirement can be met with the completion of school projects, field work, or volunteer work but must be clearly communicated within the application); OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing/Certifications
- Valid Oregon Class C Driver’s License and safe driving record at the time of hire
- CESCL certification or ability to attain certification within 6 months of hire
- Environmental Inspection certification: MS4, Erosion Control, Green Infrastructure, LID, Stormwater, inspection certifications highly desired

Bilingual Incentive Pay Available
Preference will be given to candidates who are bilingual in Spanish/English.
Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
