Summary Description
Under general supervision performs a wide variety of civilian investigations involving data collection; interviewing witnesses, victims, and reporting parties; assists the Detective Bureau with the investigation of misdemeanor and felony crimes; performs special assignments, assists with crime prevention and community relations activities; relieves sworn police officers from non-sworn duties; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Civilian Investigator is a non-sworn class, part-time position responsible for performing non-emergency and non-hazardous civilian law enforcement duties. Civilian Investigators are unarmed, do not respond to in-progress incidents, do not have suspect contact, and do not make arrests. Civilian Investigators do not have law enforcement powers.
ESSENTIAL DUTIES
1. Respond to non-emergency incidents that are not in-progress to conduct investigations.
2. Interview witnesses, victims, and reporting parties to obtain necessary information to conduct a thorough investigation.
3. Analyze information to produce detailed reports of crimes that may including; burglary, theft, fraud, identity theft, threats, violation of court orders, vandalism, missing persons, and runaways.
4. Assists with crime prevention activities such as neighborhood and business watch meetings, and community groups presentations.
5. Gathering and processing evidence.
6. Prepares search and arrest warrants, compiles photographic line-ups when required.
7. Aids in the filing and classifying of materials in the Detective Bureau as requested.
8. Assists with bookings, completes related forms; receives property and evidence.
9. Prepares and submits reports of various aspects of investigations; prepares material evidence for courtroom presentation.
10. Presents cases to the District Attorney for filing and provides courtroom testimony.
11. Conducts follow-up investigations as deemed necessary by Detective Bureau Supervisor.
12. Conduct background investigations for police department applicants.
13. Performs other related duties and responsibilities not requiring Peace Officer powers.
Knowledge, Skills and Abilities
Knowledge of correct English usage, spelling and grammar; modern office methods and equipment including computer equipment and software; investigation and problem-solving techniques; the court system and police procedures especially those dealing with the collection and handling of evidence.
Ability to understand and interpret rules and regulations; analyze information and compile detailed reports; communicate effectively both orally and in writing; use sound judgement in making independent decisions; deal with the public in a courteous manner; establish effective working relationships with other employees and those contacted in the course of work; interpret and apply laws; conduct interviews and case research; discretion and sensitivity in dealing with confidential information.
MINIMUM QUALIFICATIONS:
Education:
Equivalent to completion of two years of college level coursework in criminal justice, criminalistics, physical sciences or a related field. Extensive related work experience and professional training may substitute for formal education.
Experience:
One or more years with a private, public or law enforcement agency conducting investigative and crime analysis type work.
CERTIFICATIONS/LICENSES
Must possess and maintain a valid California Driver's License.
