THE POSITION:
The City of Hayward is seeking a collaborative and team-oriented professional to serve as its next Supervising Construction Inspector.
This is an exciting opportunity for an experienced individual with strong technical expertise in construction inspection and a solid understanding of public works projects. In this role, a high priority is placed on delivering exceptional customer service and ensuring that construction projects are completed in compliance with applicable standards, codes, and regulations. The ideal candidate will be a working supervisor who leads by example, fosters teamwork, and builds strong and effective working relationships with contractors, engineering staff, and the public.
Plans, organizes, assigns, supervises and reviews work of Construction Inspectors performing contract administration and field inspections of a variety of public works projects including streets, grade separations, curbs, gutters and sidewalks, accessible curb ramps, sanitary sewers, storm drains, sanitary sewer and storm drain pump stations, waste water treatment plant facilities, potable and recycled water lines, water pump stations and storage tanks, public buildings, structures, traffic signals, airport facilities, landscaping, parking lots new development stormwater treatment
improvements and site preparation.
Develops and maintains a working schedule for all Public Works and private development site improvement construction projects.
Oversees the administration of construction contracts through the review of progress payments, change orders, material quality control tests, conflict resolution, contractor claims and final quantities by adhering to federal and state funded contract administration standards.
Represents the City for legal testimony in a deposition when required.
Develops and provides training programs and guidelines for all inspection personnel to ensure a uniform level of technical competency and safe inspection practices as stipulated in various codes and by the Occupational Safety and Health Act.
Maintains and distributes jobsite safety equipment for Engineering and Transportation Division’s staff.
Provides technical support and assistance to inspection, engineering, and management personnel to resolve difficult construction related conflicts between contractors, project specifications, City personnel and the public.
Interprets and explains City standard specifications and standard detail, specifications for construction of water mains, and specifications for construction of sanitary sewer mains to inspectors, contractors, developers, engineers, technical consultants, and the public.
Provides technical recommendations and oversight for modifications to these documents.
Interprets and explains Caltrans standard plans and standard specifications to inspectors, engineers, and contractors.
Interprets and explains relevant Hayward Municipal Code to inspectors, contractors, developers, engineers, and the public.
Interprets and explains Public Works encroachment permit conditions to permittees, contractors, and inspection staff. Provides input to revisions of encroachment permit conditions.
Arranges and conducts preconstruction meetings for all public and private construction projects for the benefit of contractors, subcontractors, developers, technical consultants, and City representatives.
Develops and updates forms, files, and other procedures necessary for the efficient operation of the Construction Inspection Section.
Investigates public claims against the City presented to Public Works and prepares memos to the City Attorney through the Director and Deputy Direction of Public Works, with the department response. Provides testimony in court when required.
Manages construction site control compliance for the City’s Municipal Regional Stormwater NPDES Permit. Prepares the annual construction site control compliance report for the NPDES permit. Enforces the City’s Stormwater Enforcement Response Plan for construction site controls to ensure compliance with the NPDES permit.
Manages both On-Call Material Testing & Special Inspection and On-Call Construction Inspection contracts. Prepares RFPs, reviews qualifications, process the contracts, and prepares staff reports for Council approval through the Director and Deputy Director of Public Works. Reviews payments to on-call firms for work performed. Reviews payments to on-call firms for work performed.
Assists and provides technical facts and advice in resolving conflicting contractor claims.
Participates in joint field inspections with Construction Inspectors to ensure compliance with plans and specifications. Performs field inspections when workload requires.
Performs a variety of tasks such as attending Engineering & Transportation Division management staff meetings; investigating illegal grading activity; investigating unpermitted work in City right-of-way and reviewing City project plans prior to bid to consider possible methods of construction which will avoid costly change orders.

JOB RELATED AND ESSENTIAL QUALIFICATIONS You have:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Four (4) years of experience in construction inspection including two years of public works inspection, and one (1) year of lead or supervisory experience.
Education: Equivalent to completion of the twelfth (12th) grade. Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or construction management is desirable.
License: Possession of a valid Class C California Driver’s License at the time of appointment. Certification by the American Construction Inspectors Association or Professional Engineers License is highly desirable.
