THE POSITION

The Enterprise Application Specialist (EAS) performs advanced technical and analytical work related to the administration, support, configuration, optimization, testing, implementation, integration, and ongoing maintenance of the City’s enterprise software applications. This position serves as a subject matter resource for business and municipal systems and works closely with department staff, subject matter experts, vendors, and ITS personnel to ensure enterprise applications are aligned with operational needs and service delivery goals.

The EAS is responsible for analyzing business processes, identifying opportunities to improve system utilization, tailoring applications and workflows to meet the needs of the City, troubleshooting complex application issues, coordinating upgrades and testing activities, supporting end-user training, and developing documentation related to assigned systems. The position performs a variety of duties related to enterprise and department application support and performs related work as required.

This supplemental position description defines the City non-public safety assignment for the ITS Enterprise Applications Specialist classification. The assignment is focused on the hands-on administration, support, configuration, optimization, and continuous improvement of the City’s enterprise business applications and related workflows, with particular emphasis on Tyler systems and other core municipal platforms.

POSITION FOCUS: The City-side assignment serves as the primary subject matter expert and the lead functional and technical resources for non-public safety enterprise systems, driving application utilization, process improvement, workflow modernization, and day to day system support across City operations.

ESSENTIAL FUNCTIONS

The following is a list of typical duties assigned to the Information Technology Systems Enterprise Application Specialist (City Hall). The duties included on this list are examples and are not intended to be all-inclusive or restrictive:

  • Administers, supports, configures, and optimizes the City’s enterprise software applications,

o Such as Tyler Munis/ERP, EnerGov/EPL, public-facing systems, related line-of-business applications, and associated interfaces and workflow tools.

  • Works with department staff and subject matter experts to evaluate operational needs, define business requirements, and align application capabilities with departmental processes and City objectives.
  • Performs complex analysis of business processes, application utilization, workflows, forms, data entry practices, and reporting needs in order to improve efficiency, accuracy, and service delivery.
  • Configures and maintains application settings, user roles, permissions, workflows, business rules, forms, tables, templates, dashboards, and related system components as appropriate for assigned platforms.
  • Troubleshoots and resolves advanced software, workflow, interface, integration, data, and end-user issues related to enterprise applications.
  • Coordinates, tests, and supports application upgrades, patches, enhancements, and new feature deployments; develops and executes testing plans and documents results.
  • Assists in the implementation and integration of new and existing enterprise applications, including coordination with vendors, consultants, departments, and internal ITS staff.
  • Develops reports, queries, data extracts, and related tools to support business operations, decision making, compliance, and departmental reporting requirements.
  • Participates in, and/or may lead application-related projects, including system implementations, migrations, workflow redesign, business process improvements, and modernization initiatives.
  • Works with software vendors and third-party service providers to resolve issues, coordinate support, escalate problems, and track service requests through resolution.
  • Creates and maintains technical and user documentation, standard operating procedures, workflow diagrams, testing documents, knowledge base materials, and training guides.
  • Provides end-user support and training related to assigned applications, processes, and system functions.
  • Assists departments in evaluating requested application changes, identifying impacts, and recommending practical and sustainable solutions.
  • Supports system security and data integrity by helping to administer user access, system controls, audit processes, and established policies and procedures.
  • Assists with long-range planning and short-term implementation planning related to enterprise applications and departmental technology needs.
  • Works positively and constructively with users in a highly technical and demanding environment while serving as a key resource for enterprise application support.
  • May assist with public safety or other specialized enterprise application environments as assigned.
  • Performs other tasks or functions deemed necessary to daily operations.

MINIMUM QUALIFICATIONS

Education, Training and Experience

  • Bachelor’s degree from an accredited four-year college or university with a major in Computer Information Systems, Information Technology, Public Administration, Business Administration, or a closely related field; and
  • Four (4) years of progressively responsible experience supporting, administering, configuring, implementing, or optimizing enterprise software applications in a governmental, municipal, public safety, or similarly complex organizational environment; or
  • Any combination of education, training, and experience deemed by the City to provide the required knowledge, skills, and abilities.

Licenses, Certificates and/or Special Requirements:

  • A valid California driver’s license and the ability to maintain insurability under the City’s vehicle insurance policy.
  • Related technical, application, project management, business systems, or vendor platform certifications are highly desirable.
  • Must be able to pass a complete POST background investigation and/or polygraph examination.
  • Must successfully complete a background investigation and/or polygraph examination.

PRIMARY PUBLIC SAFETY APPLICATIONS AND PLATFORMS

  • Tyler Munis ERP, including finance, purchasing, human capital, payroll/employee self-service, invoicing, billing, and related modules;
  • Tyler EPL (formerly EnerGov), including permitting, licensing, plan review, inspections, code enforcement, citizen self-service/My311 components, workflow management, general system administration, reporting, and intelligent object configuration;
  • Tyler cashiering and related cashiering and payment-processing workflows;
  • Municipal land use, planning, development, and related community development systems;
  • Public-facing service systems, online forms, portals, workflow tools, reporting platforms, and related departmental applications;
  • Associated interfaces, imports/exports, document workflows, user security roles, templates, dashboards, and business process rules.
