Vacancy is in the Department of Emergency Services and Telecommunications (“EST”). Under administrative direction, manages major functions within the Department of EST. Develops policies, procedures, strategy and plans pertinent to the management of the assigned function/program. Oversees all aspects of Emergency Management programs within the department including, but not limited to, Emergency Services Information Technology systems. Compiles data, analyzes information, prepares reports, and makes recommendations on process improvement or cost reduction strategies and opportunities. Prepares presentations, including written and graphic information. Provides information to other departments, City administration, City Council and other entities. When applicable, ensures contract/vendor compliance with defined goals, requirements and targets by monitoring programs/services. Investigates complaints and resolves issues that may arise. Supervises and provides technical assistance to staff members in preparing tactical and action plans for projects. Provides guidance, training, and education in a variety of topics related to upcoming or ongoing projects. Serves as the lead for all projects as assigned and coordinates activities of the assigned program. May oversee fiscal management and/or administrative functions of the department, including but not limited to, budget management, payroll, accounting functions, inventory control, maintenance of employee records, and handing personnel related matters such as hiring, worker’s compensation, personnel actions, and grievances.

This is a HMEA position. The hours of this position are 40 a week. Salary includes 5% in lieu of overtime.

Knowledge of:

  • Project management concepts, principles and practices.
  • Public administration.
  • Federal, state, and municipal laws and regulations related to Public Safety Answer Points and emergency management.
  • Principles and practices of the assigned department, which may include financial management, grants management, budgeting, emergency management, and human resources.
  • Emergency Services IP Network (ESInet), VoIP, and GIS workflows for geolocation operations.

Skill in:

  • Performing complex analyses and independent research.
  • Communicating clearly in both oral and written form.
  • Utilizing office systems and applications.

Ability to:

  • Plan, assign, and supervise the work of subordinate personnel.
  • Coordinate program activities with other departments, government agencies, and entities.
  • Locate, compile, and analyze data/facts from specialized sources and report findings.
  • Apply contractual language, as needed, to ensure compliance.
  • Establish and maintain effective working relationships with government officials, business representatives, and the general public.
  • Manage hardware/software vendors.
  • Navigate the City Request for Proposals (RFP) and bidding process.

Open to all current permanent full-time City of Hartford employees who meet the following qualifications:

Bachelor’s Degree from an accredited college with major coursework in Public Administration, Business Administration, Economics, Public Policy, Emergency Management, Computer Science, Criminal Justice, or a closely related field;

AND 

Five (5) years of full-time, responsible professional direct experience working in a Public Safety Answering Point (PSAP), or Emergency Communications Center (ECC) including work significantly related to project management in a public safety venue.

Experience with Computer Aided Dispatch (CAD), Next Generation 911 (NG911), and Land Mobile Radio (MLR) systems are preferred.

In the absence of a four-year degree, full-time, professional direct experience in the specific area of assignment may be substituted for the above educational requirement on a basis of one year of experience for each year of the educational requirement.

Licenses; Certifications; Special Requirements

  • Must possess and maintain a valid Driver’s License
  • Must possess and maintain an NCIC/COLLECT Certification
  • Must possess or complete the Certified Public Safety Communication Center Manager course from APCO, or the Center Manager Certification Program from NENA within one (1) year of appointment
  • Must possess or complete the Emergency Number Professional (ENP) course from NENA within one (1) year of appointment
  • Preferred to possess State of Connecticut Telecommunicator Certification and Project Management Professional (PMP) Certification designation
  • May be required to obtain additional certifications or complete additional trainings

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
