The Risk Manager is an exempt full-time position with benefits and a preferred hiring range of $36.47 - $41.03 per hour (equivalent to $75,857 - $85,342 annually); however, an exact salary will be determined based upon the selected candidate's qualifications and in compliance with City policy.
In this vital role, you’ll lead the City of Harrisonburg’s risk and safety management program and partner with departments to identify exposures early, reduce financial loss, and strengthen a Citywide culture of safety. You’ll conduct worksite safety and OSHA audits, keep the Safety Program Manual current, and help develop practical safety policies, procedures, and training programs that eliminate and/or reduce potential losses. You’ll also ensure compliance with OSHA, VOSH, and applicable ANSI standards, serving as a trusted resource to answer questions and align liability coverage with operational safety needs.
As the Risk Manager, you’ll coordinate and maintain the City’s insurance portfolio (including annual renewals), assist departments with filing claims, and monitor claims involving the City and its employees. Your duties will also include advising on insurance requirements for special events and vendor contracts, potentially reviewing leases and contracts to assure risk protections, and helping to evaluate market conditions as they affect City programs.
In your position with the City, you’ll support sound financial stewardship by preparing budgets for risk protection and completing the annual Line of Duty Act (LODA) renewal process, including coordinating required training and system updates. Also, you’ll facilitate meetings of the Executive Safety Committee and Accident Review Board to drive continuous improvement in safety and loss control.

Minimum Qualifications
- Bachelor’s degree with coursework in risk management, business administration, or related field and considerable (3-5 years) experience in municipal risk management, including analyzing and processing liability claims. An equivalent combination of education and experience may be used to meet this requirement.
- Valid driver's license required.
The selected candidate for this position will be subject to the following screenings and must receive satisfactory results:
