The Human Resources Director is responsible for managing the City’s human resources and payroll functions, including recruitment, onboarding, employee records, benefits, payroll processing, employee relations, personnel policies, workplace investigations, performance management, training, and employment-law compliance. The position also advises City leadership on personnel matters, coordinates professional development opportunities for Employees, Supervisors, Department Heads, the Mayor, and City Council, and must demonstrate professionalism, confidentiality, sound judgment, organization, strong communication skills, and the ability to work effectively with elected officials, employees, applicants, attorneys, benefit providers, auditors, vendors, and other governmental agencies.

Key Responsibilities

Responsibilities include, but are not limited to:

· Managing the City’s daily human resources and payroll functions.

· Coordinating employee recruitment, hiring, onboarding, orientation, and personnel records.

· Processing payroll and administering employee benefits, leave, and other employment-related programs.

· Developing, reviewing, and recommending personnel policies, employee handbooks, job descriptions, and human resources procedures for consideration by the Mayor and City Council, and administering adopted personnel policies and procedures.

· Advising the Mayor, City Council, Department Heads, and Supervisors on personnel matters, employee performance, discipline, policy interpretation, and employment practices.

· Conducting or coordinating employee relations matters, workplace investigations, grievances, and employment-law compliance.

· Administering the City’s classification and compensation plan and assisting with salary administration and workforce planning.

· Developing and coordinating training and professional-development opportunities for Employees, Supervisors, Department Heads, the Mayor, and City Council.

· Preparing human resources reports, recommendations, personnel documentation, and other information for City leadership.

· Attending City Council meetings, work sessions, employee meetings, conferences, and training sessions as required.

Minimum Qualifications

Applicants must meet one of the following education and experience combinations:

· Bachelor’s Degree in Human Resources Management, Public Administration, Business Administration, Management, Organizational Leadership, or a closely related field and at least two years of progressively responsible experience in human resources, personnel administration, payroll administration, employee benefits, organizational development, public administration, or a related field; or

· Associate degree in a related field and at least four years of progressively responsible experience in human resources, personnel administration, payroll administration, employee benefits, organizational development, public administration, or a related field; or

· High school diploma or GED and at least six years of progressively responsible experience in human resources, personnel administration, payroll administration, or a closely related field.

Applicants must also possess:

· Strong written and verbal communication, organizational, and interpersonal skills.

· The ability to maintain confidentiality, exercise sound judgment, and handle sensitive personnel information professionally.

· The ability to interpret and apply personnel policies, employment laws, benefit documents, and administrative procedures.

· Proficiency with Microsoft Office, spreadsheets, payroll systems, human resources software, records-management systems, and general office technology.

· The ability to work independently, manage multiple priorities, and prepare clear reports, correspondence, policies, and personnel documentation.

· A valid driver’s license and the ability to pass any required background check, drug screening, or other pre-employment screening.

· The ability to attend occasional evening meetings, conferences, and training sessions.

Preferred Qualifications

· Bachelor’s degree in Human Resources Management, Public Administration, Business Administration, Management, Organizational Leadership, or a closely related field.

· Municipal or other public-sector human resources, payroll, supervisory, or administrative experience.

· Experience advising supervisors, Department Heads, executive leadership, or elected officials on personnel matters.

· Experience with payroll administration, employee benefits, personnel policies, workplace investigations, performance management, and employee training.

· Experience with human resources, payroll, accounting, or records-management software.

· Residency in or willingness to relocate to the Hanceville or Cullman County area.

Certification Requirement

Professional certification in Public Personnel Administration or Human Resources is required within the first two years of employment.

Acceptable certifications include:

· PSHRA-CP;

· AAPPA-CHRP;

· SHRM-CP;

· PHR; or

· Another equivalent professional certification approved by the City.

The City may provide financial assistance for approved certification, professional development, and continuing education, subject to available funding and City policy.

Salary and Benefits:

Salary will be determined based on qualifications and experience.

Benefits are provided according to City of Hanceville personnel policies and may include health insurance, retirement through the Retirement Systems of Alabama (RSA), paid vacation, sick leave, paid holidays, and other standard municipal benefits.
