TITLE: PROJECT MANAGER
DEPARTMENT: PUBLIC WORKS
STATUS: FULL-TIME, NON-EXEMPT
PAY GRADE: 20 ($30.42 - $47.46 HOURLY)
GENERAL DESCRIPTION:
Under the general supervision of the Development Services Manager the employee is responsible for coordinating, designing, and directing internal and external projects, including planning, design, construction, maintenance, and alteration of public facilities, utilities, natural/manmade resources (beaches and canals), and roadway infrastructure. The position includes performing in-house design work for municipal infrastructure and capital improvement projects, preparing construction drawings, and supporting engineering design efforts under the direct supervision of a Florida Licensed Professional Engineer. The position also assists with traffic signal maintenance, computer-aided drafting, Geographic Information Systems (GIS), and right-of-way utility permit reviews. A high level of independent judgment, initiative, and adaptability is required.
ESSENTIAL JOB FUNCTIONS:
1. Manage projects and coordinate activities with other departments, agencies, engineering firms, and contractors.
2. Review engineered drawings and makes recommendations for approval of commercial construction.
3. Prepare in-house design drawings, specifications, and cost estimates for public works and infrastructure projects under the direction of the City Engineer.
4. Assist the City Engineer with preliminary and final design of municipal projects, including parks, roadways, drainage systems, water, wastewater, and stormwater facilities.
5. Create engineered drawings and assist with mapping various utility components.
6. Develop and implement maintenance and improvement plans for facilities.
7. Review, research, and proof various contract and bid documents.
8. Prepare scopes of work and equipment/material specifications for bidding.
9. Perform and document onsite inspections of construction projects.
10. Acts as the City’s liaison with other governmental agencies, including serving as the EOC liaison. May also serve as staff for elected officials on local committees.
11. Develop, monitor, and implement emergency generator maintenance programs.
12. Provide project inspection on stormwater, water/wastewater utility, natural gas, and paving projects in accordance with City specifications and industry standards.
13. Review, approve, and maintain contract documents for construction projects.
14. Assist in preparing project budgets, schedules, and design documentation for capital improvement projects.
15. Address public inquiries and provide regular updates to all project stakeholders.
16. Perform other job-related functions as needed.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, ABILITIES, AND SKILLS:
· Ability to read, analyze, and interpret plans, specifications, contract documents, technical procedures, and governmental regulations.
· Experience with computer-aided drafting and mapping software.
· Proficiency with Microsoft Office products such as Word, Excel, Teams, and Outlook.
· Experience with Adobe, Bluebeam Revu, and AutoCAD software.
· Strong verbal and written communication skills.
· Ability to access, input, and retrieve information from a computer.
· Good interpersonal skills in dealing with the public, contractors, and coworkers.
· Strong listening and conflict management skills.
· Ability to negotiate and delegate project-related components.
· Ability to write reports, business correspondence, and procedure manuals.
· Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.
· Ability to apply basic algebra and geometry concepts.
· Ability to solve practical problems and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
· Knowledge of construction methods and procedures.
· Ability to plan and organize effectively.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in Engineering, Construction Management, or Project Management; or Associate’s degree in Drafting and Design with two (2) years of related experience; or four (4) years of experience in project management at a public agency or private organization.
A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Possession of a valid Florida Driver License.
ESSENTIAL PHYSICAL SKILLS:
- Acceptable eyesight (with or without correction).
- Acceptable hearing (with or without hearing aid).
