JOB DESCRIPTION

TITLE: DIRECTOR OF PARKS AND RECREATION

DEPARTMENT: PARKS & RECREATION

CLASSIFICATION: FULL-TIME REGULAR, EXEMPT

PAYGRADE: 24 ($64,295 - $102,872)

GENERAL DESCRIPTION:

Administers and directs community parks and recreation programs to include parks maintenance, athletic fields, recreation programming, special events and promotions, tennis center, library, museum and senior citizens center. Work is performed under the administrative direction of the City Manager.

ESSENTIAL JOB FUNCTIONS:

1. Directs operation of all departmental functions through various subordinates.

2. Manages personnel issues, performance evaluations, purchasing procedures, etc.

3. Implements the City’s Shoreline Park Master Plan and develops recommendations for other parks and recreation improvements and programs.

4. Operates as primary staff to the Advisory Park Board and Gulf Breeze Sports Association, as well as assists with the Tourist Development Advisory Committee and other committees and groups as needed.

5. Prepares and justifies operating and capital improvement budgets.

6. Recruits and selects personnel for recommendations of hiring.

7. Coordinates capital improvement projects with other City departments and consultants.

8. Controls and supervises department expenditures ascertaining present and future needs for equipment, facilities and programs and prepares plans to meet these needs.

9. Gives directions and guidance to department staff by developing standards and principles of operation with staff or establishing goals and objectives.

10. Attends and conducts various meetings during and after normal office hours.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, ABILITIES AND SKILLS:

Knowledge of modern personnel management practices. Knowledge of turf management and horticulture.

Knowledge of parks maintenance equipment and recreation equipment. Knowledge of operating and capital budgeting techniques.

Knowledge of principal and theory of recreation programming. Ability to motivate and lead subordinate staff.

Ability to plan the most cost-effective use of staff and equipment.

Ability to develop innovative ways of generating revenues for parks and recreation facilities.

Skill in dealing with community groups and individuals.

Skill in developing subordinate staff to plan and carry out recreation programs.

EDUCATION AND EXPERIENCE:

Graduation from an accredited four-year college or university with a Bachelor's Degree in Public Administration, or a related field. Five (5) years of experience as a Director of Parks and Recreation for a similar-sized city can be substituted for similar job experience. Superior communication skills in public relations and inclusivity are required.

(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

Valid Florida Driver's License.

ESSENTIAL PHYSICAL SKILLS:

Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Ability to communicate both orally and in writing.

ENVIRONMENTAL CONDITIONS:

Works inside in an office environment with frequent visits to park and recreational sites.

Pay: $64,295.00 - $102,872.00 per year
