GENERAL DESCRIPTION
The Capital Projects Manager is responsible for managing and leading City-wide capital projects under the direction of the Director of Public Works. Key areas of responsibility include administration of the capital project planning and implementation, and community/business outreach; project management for City-wide capital initiatives, including but not limited to construction projects, implementation of related software and systems, development of scopes of work, and various studies; and preparation and submission of required regulatory reports and project status reports. The position reports directly to the Public Works Director, works closely with other City departments, and provides regular briefings and updates to the Public Works Director.
ESSENTIAL JOB FUNCTIONS
The following duties provide a general list of tasks and responsibilities. The position may or may not perform all tasks listed and may be required to perform additional or different duties to address business needs and evolving practices.
CAPITAL PROJECTS AND CITY-WIDE PROJECT MANAGEMENT
- Assist in defining project goals, objectives, scope, schedules, risk identification and mitigation, quality standards, and budgets for City-wide capital projects.
- Oversee capital project delivery from a department-wide and organization-wide perspective, ensuring effective resourcing and coordination across teams.
- Coordinate development of capital project documentation, including scopes of work, schedules, and status reports.
- Manage or coordinate construction, infrastructure, and related capital improvement projects, as well as associated systems or software implementations, as assigned.
- Review and recommend approval of capital project deliverables.
- Monitor detailed project plans, timelines, milestones, and tasks, document and report issues, risks, and variances.
- Manage project change request processes and facilitate the approval of changes when necessary.
- Provide independent management oversight of assigned capital projects, secure required resources, and advocate to senior management as needed.
- Oversee and coordinate the work of implementation vendors, consultants, and service providers to ensure capital projects are completed on time, within scope, within budget, and at the required quality level.
- Ensure all required project management and implementation documents are developed, completed, signed off at review gates, and stored/archived appropriately.
- Monitor potential project and implementation risks, opportunities, and issues; facilitate resolution in coordination with internal and external stakeholders.
- Work closely with City project coordinators and departmental contacts to ensure alignment and timely issue resolution.
REPORTING AND COMMUNICATIONS
- Report Capital project progress, budgets, and status to the Public Works Director; recommend corrective actions as needed.
- Prepare clear, concise written reports, presentations, and updates for internal and external audiences.
- Communicate complex technical, financial, or project information in easy-to-understand business terms for all levels of management, elected officials, and the public.
EDUCATION AND EXPERIENCE
- High school diploma or equivalent required.
- Bachelor’s degree required; preference for a degree in Urban Planning, Engineering, Business Administration, Public Administration, Economics, a technical/scientific field, or a closely related area.
- Four (4) or more years of progressively responsible experience in one or more of the following: planning and development, business/public administration, project management, small business development, marketing, historic preservation, public relations, architectural design, economic development, or a related field.
- Six (6) years of recent experience managing large, complex projects (e.g., construction, ERP/software implementations, or other capital projects) preferred.
- Experience with Tax Increment Financing (TIF) districts, and/or public sector (local government) project management and procurement is preferred.
- Experience developing public sector procurement documents (e.g., RFPs) and managing procurement processes for software and construction services preferred.
- A comparable amount of training, education, or experience may be considered as a substitute for the minimum qualifications.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS
- Must possess and maintain a valid Florida driver’s license.
- Applicants who possess a valid out-of-state driver’s license must obtain a Florida driver’s license within ten (10) days of employment.
- Professional certifications in project management or related fields (e.g., PMP/PCP or similar) are desirable.
KNOWLEDGE, SKILLS, AND ABILITIES
- Project management methodologies, tools, and documentation standards.
- Familiarity with Tyler Technologies, Microsoft operating systems and applications, and Apple products and operating systems.
- Current PC and server hardware/software environments and desktop configurations.
- Strong project management capabilities, including planning, organizing, budgeting, scheduling, and reporting on complex, multi-stakeholder capital projects.
- Strong analytical, problem-solving, and risk assessment skills.
- Strong presentation, verbal, and written communication skills with the ability to articulate complex ideas in easy-to-understand business terms to all levels of management, including senior leaders.
- Ability to effectively manage multiple competing priorities with high attention to detail.
- Effective team skills and the ability to work collaboratively across departments and with external partners.
- Ability to work independently, exercise sound judgment, and make decisions at the project/team level, escalating issues appropriately when needed.

ENVIRONMENTAL CONDITIONS
- Works primarily in an office environment with standard office equipment (computers, printers, calculators, etc.).
- Works a standard Monday–Friday schedule; may be required to work or attend meetings outside regular business hours.
- Requires local travel to various redevelopment areas and project sites within the Central Florida region.
- Involves limited inspection of capital projects and construction sites and performance of tasks outdoors under varying climatic conditions.

Pay: $75,000.00 - $114,000.00 per year
