Job Summary:
The Utility Worker I – Distribution performs entry-level work in the installation, maintenance, and repair of the City’s water distribution system. Work involves assisting with locating, repairing, and replacing water mains, service lines, valves, hydrants, and meters. This position provides hands-on training and experience for individuals pursuing a career in water utilities and requires frequent outdoor work in all weather conditions.
Minimum Qualifications:
- Education: High school diploma or GED required.
- Experience: Experience in construction, plumbing, or utilities preferred but not required.
- Licenses/Certifications: Valid driver’s license required. CDL preferred but not required. Must be able to obtain any required TCEQ certifications within the designated timeframe, if applicable.
Essential Job Functions:
- Assists with locating, repairing, and replacing water mains, service lines, valves, hydrants, and meters.
- Helps install new water services and water system connections under supervision.
- Performs flushing, valve exercising, and other preventive maintenance activities.
- Reads and records water meter data as assigned.
- Operates hand tools, power tools, and light utility equipment safely.
- Assists with traffic control at job sites to ensure a safe work environment.
- Maintains cleanliness of equipment, vehicles, and assigned work areas.
- Follows safety protocols, standard operating procedures, and City policies.
- Responds to after-hours emergencies as assigned and under supervision.
- Performs other related duties as assigned.
Knowledge of:
- Basic construction, plumbing, or utility practices (preferred).
- Basic mechanical concepts and safe operation of tools and equipment.
- Water distribution system components and functions (ability to learn required).

Physical Demands/Work Environment: Work is performed primarily outdoors in varying weather conditions and involves exposure to noise, traffic, dirt, water, and heavy equipment. Subject to standing, walking, bending, digging, climbing, reaching, kneeling, and lifting or carrying objects up to 75 pounds. Work requires the use of personal protective equipment (PPE). Employee may be required to respond to emergency callouts, work evenings, weekends, holidays, and overtime as necessary. Work involves interacting with a wide variety of individuals and dealing with potentially stressful situations such as water main breaks or service disruptions.
