Job Summary
Under general direction and in compliance with standard operating procedures and policies, enforces and maintains parking rules and regulations, provides traffic control, provides excellent customer service, and assists motorists and citizens. Enforces City parking ordinances by chalking each car on the street, documenting time, issuing tickets, and providing documentation of all violations. When necessary, responds to subpoenas and testifies in court on violations. Responsible for maintaining vehicles in good running and cosmetic condition. Assists in traffic control by providing motorist direction as necessary. Assists stranded motorists by helping notify emergency personnel of disabled vehicles. Communicates with citizens, in person as needed, to determine the nature of their issue or complaint and routes them to the appropriate employee or department. Distributes information to visitors, including maps, brochures and general information.

  • Enforce City of Greenville Parking Ordinances: Traverse assigned zones by vehicle (on foot when necessary) to monitor parking and identify violations. Input data for all parked vehicles into a mobile enforcement application. Utilize enforcement apps and license plate recognition technology to input tags of vehicles in timed parking spaces to monitor parked time duration and accurately calculate elapsed time. Issue citations for vehicles in violation of parking ordinances. Cover additional zones during personnel shortages or absences. Use enforcement zone maps and block numbers daily to navigate and document incidences and violations. Report software issues beyond troubleshooting to supervisor immediately for resolution.

  • Provide Customer Service: Demonstrate an ambassador approach while interacting with citizens. Assist citizens with parking issues and make recommendations for alternative parking. Provide directions to area locations and regional destinations. Assist citizens with doors, packages, emergency telephone calls, and lost property and vehicles. Hand out maps and pamphlets. Maintain visibility to public and be readily accessible for general questions. Work to deescalate tense situations and notify supervisor to address customer concerns.

  • Immobilize Vehicles Requiring Boot: Utilize software to identify vehicles with outstanding boot orders. Contact Administrative Office for verification once vehicles requiring a boot are identified. Apply boot and complete corresponding paperwork. Print secondary ticket and photograph boot violation. Once complete, notify Administrative Office again to confirm application. Remove boots as appropriate once the Administrative office confirms that boot removal is required.

  • Identify Accessible Parking Violations: Visually inspect vehicles parked in designated spaces for persons with disabilities for valid parking credentials. Issue warnings or citations for vehicles in violation. Photograph vehicle in violation along with corresponding signage and maintain, store, and print photographs as necessary for court. Appear on scheduled court date and testify in open court before magistrate.

  • Report Miscellaneous Violations & Emergency Situations and Provide Emergency Support: Patrol zones and report any other vehicle, road, navigation, or parking related items to include graffiti and abandoned vehicles requiring attention to appropriate authority. Notify Greenville Cares and supervisors on items needing attention throughout the day. Be alert for vehicles with animals, children, or otherwise distressed persons and contact emergency personnel or animal control if necessary. Pick up trash and be alert for grease, oil, or other spills that may create a hazard.

Job Requirements
  • High school diploma or equivalent.
  • Over one (1) year of experience in parking enforcement, law enforcement, customer service, or related field.
  • FEMA training and certifications ICS 100, IS 552, and ICS 700, within three (3) months of employment.
Driver's License Requirements
  • Valid South Carolina Class D Driver's License.

Knowledge of:
  • Proper protocol in handling customer complaints and deescalating tense situations.
  • Enforcement zone maps and block numbers.
  • Local area and common destinations and points of interest.
  • Common parking related ordinances and offenses.
  • State laws regarding legal vehicle operation.
  • Elements of basic business correspondence.

  • Read and interpret maps, pinpoint locations, and give directions when requested.
  • Plan and implement routes in the performance of daily job duties.
  • Maintain awareness of time to ensure routes are completed within prescribed timelines.
  • Use effective judgment and discretion in discussing and resolving issues.
  • Facilitate the resolution of unusual or difficult situations.
  • Operate safely both on foot and in a vehicle, sometimes in adverse weather.
  • Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
  • Multi-task and adapt to changing situations.
  • Make independent decisions based on law and circumstances.
  • Make presentations and testify in court in front of a wide variety of audiences.
  • Work independently and cooperatively with others in order to achieve results.
  • Establish and maintain effective working relationships with co-workers, supervisors, and the general public.
  • Recognize and report hazards in need of repair or attention.
  • Read papers, periodicals, journals, manuals, and policies.
  • Provide excellent customer service and communicate basic information to the public in a respectful and knowledgeable manner.
  • Make mathematical calculations and draw logical conclusions.
  • Write reports, prepare business letters, summaries, meeting minutes, emails using proper format, punctuation, spelling and grammar.
  • Drive a City vehicle. 
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include smartphone with enforcement app, vehicle-based license plate recognition and software equipment, tickets, envelopes, handheld communication devices, booting equipment, and maps.
Working Conditions
Primary Work Location: Vehicle and outdoors.
Protective Equipment Required: Traffic vest.

Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to physical hazards. Weekly exposure to respiratory hazards. Monthly exposure to noise and vibration. Seasonal exposure to extreme temperature and wetness and/or humidity. Frequent exposure to mechanical hazards.
Physical Demands:  
Constantly requires fine dexterity, carrying, vision, foot controls, hearing, and twisting. Frequently requires standing, walking, sitting, reaching, handling/grasping, and talking. Occasionally requires lifting, pushing/pulling, and bending. Medium strength demands include exerting up to 10-20 pounds frequently or exerting up to 10 pounds constantly.
Mental Demands:  
Frequently requires time pressures, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires frequent change of tasks, emergency situations, and irregular schedule/overtime.
