This is a part-time position (32 hours per week) with a weekly alternating schedule as follows:  
  • Week 1:  Wednesday through Saturday, 8:00am until 5:00pm
  • Week 2:  Wednesday and Thursday, 8:00am until 5:00pm; and Friday and Saturday, 5:00pm until 2:00am the next morning.
Job Summary
Under general direction and in compliance with standard operating procedures and policies, performs routine on-site inspections of establishments (i.e., bars, clubs, restaurants, pubs, taverns, eateries, retail stores, etc.) to ensure compliance of an issued Special Exception Permit and/or an issued Encroachment Permit. Conducts certificate of occupancy inspections during hours of operation and ensures compliance with building codes. Builds relationships and rapport with Central Business District (CBD) business owners and managers, emphasizing the development of a safe, healthy and active downtown. Enforces ordinances related to street performers, noise, unlawful use of power, loitering, etc. Documents and maintains inspections using an approved City database/information sharing system. Performs administrative tasks associated with inspections.

  • Conduct Field Inspections: Conduct routine on-site inspections of establishments (i.e., bars, club, restaurants, pubs, taverns, eateries, retail stores, etc.) to ensure compliance of issued Special Exception Permit and/or issued Encroachment permits. Check all encroachment permits on a weekly basis for compliance. Perform certificate of occupancy inspections during hours of operation and ensure compliance with building codes. Ensure businesses are in compliance with occupancy load to safeguard the safety of visitors. Discuss violations or concerns with business representatives and work with them and, if necessary, Greenville Police Department officers to get safety concerns addressed as appropriate. Inspect, record and report any street light outages or right-of-way maintenance issues, to Duke Electric or the Facilities Management division. Build relationships and rapport with CBD business owners and managers, emphasizing the development of a safe, healthy and active downtown.

  • Enforce Select CBD Ordinances: Enforce ordinances related to street performers, noise, unlawful use of power, loitering, etc. Identify, record and submit documentation to the Planning & Development Department on temporary signage and window coverings. Remove snipe (illegal) signs, and work with business owners to identify projects or areas that need certificate of appropriateness. Identify, tag, document and submit bags, suitcases or other personal belongings found in public space for storage.

  • Perform Administrative Tasks: Document and maintain inspections using an approved City database/information sharing system. Perform administrative tasks associated with inspections by entering data into the Encroachment Inspection report for the Engineering Services Department and the Business License Division. Communicate with City personnel and business representatives as needed to ensure compliance with City ordinances. Report violations to the City’s Technical Advisory Committee and Planning & Development Department regarding conditional use and special exception permits.

Job Requirements
  • High school diploma or equivalent.
  • Over four (4) years of experience in building codes or zoning code enforcement, or a related field.
Preferred Qualifications
  • Certified Resident Fire Marshal for the State of South Carolina.
Driver's License Requirements
  • Valid South Carolina Class D Driver's License.

Knowledge of:
  • Certificate of occupancy inspections.
  • International Fire Codes and occupancy load.
  • Building codes, zoning districts, and planning.
  • City ordinances related to street performers, noise, unlawful use of power, loitering, etc.
  • Special Exception Permit and/or issued Encroachment permits.
Ability to:
  • Communicate basic information to the public in a respectful and knowledgeable manner.
  • Establish and maintain effective working relationships with co-workers, supervisors, and the public.
  • Utilize a variety of communication and interpersonal skills to interact successfully with people at a number of levels inside and/or outside the organization.

  • Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
  • Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
  • Read legal documents, ordinances, journals, manuals, and policies.
  • Drive a City vehicle. 
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and equipment to include approved City database/information sharing system, drills, ladder, smoke detector, carbon monoxide detector, pilot gauge, spanner wrench, flashlight, fire extinguisher, two-way radio, evidence containers, camera, tablet, and light meter.
Working Conditions
Primary Work Location: City establishments such as bars, clubs, restaurants, taverns, eateries, retail stores, etc.
Protective Equipment Required: Hearing protection and safety glasses.
Environmental/Health and Safety Factors:  
Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to noise and vibration. Monthly exposure to respiratory hazards and physical hazards. Seasonal exposure to extreme temperature and wetness and/or humidity. Frequent exposure to mechanical hazards, electrical hazards, and fire hazards.
Physical Demands:  
Constantly requires walking, vision, hearing, twisting, and talking. Frequently requires standing, fine dexterity, sitting, handling/grasping, and balancing. Occasionally requires lifting, carrying, reaching, kneeling, pushing/pulling, climbing, bending, crouching and stooping and foot controls. Light strength demands include exerting up to 20 pounds occasionally, exerting up to 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree. 
Mental Demands:  
Frequently requires irregular schedule/overtime, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires time pressures, emergency situations, frequent change of tasks, and performing multiple tasks simultaneously.
