About the Role:
The Deputy Finance Director – Financial and Administrative Services provides executive oversight for four major divisions: Accounting/Payroll, Treasury, Financial Reporting, and Collections. This position oversees an operating budget of approximately $3 million and leads a team of 39 financial professionals. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
Key Responsibilities:- Lead, direct, and evaluate the operations of Accounting/Payroll, Treasury, Financial Reporting, and Collections divisions
- Develop departmental goals, objectives, and performance measures that align with City priorities
- Oversee business continuity planning and testing for critical financial operations
- Ensure compliance with Generally Accepted Accounting Principles (GAAP) and applicable financial regulations
- Collaborate with external auditors, regulatory agencies, and financial stakeholders on accounting and reporting matters
- Monitor legislation, regulatory changes, and statewide financial issues impacting municipal operations
- Analyze internal controls and develop policies and procedures that safeguard City assets and reduce organizational risk
- Assist departments in developing budgets, financing strategies, and funding solutions to achieve operational goals
- Prepare complex financial analyses, reports, forecasts, and recommendations for executive leadership and City Council
- Assist with debt management activities, bond issuances, and strategies supporting the City's AAA credit ratings
- Support development of annual property tax rates, utility rates, and long-range financial projections
- Develop Requests for Proposals (RFPs), negotiate contracts, and oversee vendor relationships
- Lead, mentor, coach, and develop management staff while fostering a culture of accountability and continuous improvement

- Bachelor's Degree
- 7 years of experience involving complex financial concepts, analysis, and decision-making experience, including supervision
- Local Government Certified Finance Officer is required within 3 years of hire date to remain in position.
- Advanced proficiency with Microsoft Office software
- Experience in municipal/county government or as an auditor of a public finance organization
- Certified Public Accountant (CPA)
- NC Certified Local Government Finance Officer (from UNC School of Government)
- Experience with financial systems such as Infor, SAP, Oracle, or similar enterprise resource planning (ERP) systems
