Estimated Hiring Salary Range: $111,182.00 - $146,292.00   Full Salary Range: $111,182.00 - $198,957.00 Annually

About the Department:

The Finance Department serves as a trusted steward of the City's financial resources, ensuring transparency, accountability, and fiscal sustainability. Through sound financial management practices, the department supports City operations, strategic initiatives, infrastructure investments, and community priorities that enhance Greensboro's quality of life.

The Financial Services Division oversees essential functions, including accounting, payroll, treasury management, financial reporting, collections, debt management, financial controls, and compliance with local, state, and federal regulations.

About the Role:

The Deputy Finance Director – Financial and Administrative Services provides executive oversight for four major divisions: Accounting/Payroll, Treasury, Financial Reporting, and Collections. This position oversees an operating budget of approximately $3 million and leads a team of 39 financial professionals. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).

Key Responsibilities:
  • Lead, direct, and evaluate the operations of Accounting/Payroll, Treasury, Financial Reporting, and Collections divisions
  • Develop departmental goals, objectives, and performance measures that align with City priorities
  • Oversee business continuity planning and testing for critical financial operations
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP) and applicable financial regulations
  • Collaborate with external auditors, regulatory agencies, and financial stakeholders on accounting and reporting matters
  • Monitor legislation, regulatory changes, and statewide financial issues impacting municipal operations
  • Analyze internal controls and develop policies and procedures that safeguard City assets and reduce organizational risk
  • Assist departments in developing budgets, financing strategies, and funding solutions to achieve operational goals
  • Prepare complex financial analyses, reports, forecasts, and recommendations for executive leadership and City Council
  • Assist with debt management activities, bond issuances, and strategies supporting the City's AAA credit ratings
  • Support development of annual property tax rates, utility rates, and long-range financial projections
  • Develop Requests for Proposals (RFPs), negotiate contracts, and oversee vendor relationships
  • Lead, mentor, coach, and develop management staff while fostering a culture of accountability and continuous improvement

Additional Position Details:
  • Oversees approximately $3 million in divisional operating budgets
  • Directly and indirectly supervises 39 employees across multiple financial disciplines
  • Frequent interaction with executive leadership, City Council, auditors, financial institutions, regulatory agencies, and community stakeholders
  • Requires exceptional analytical, strategic planning, communication, and leadership skills
  • Serves as a key advisor on complex financial matters impacting City operations and long-term sustainability

Minimum Qualifications:

  • Bachelor's Degree 
  • 7 years of experience involving complex financial concepts, analysis, and decision-making experience, including supervision 
  • Local Government Certified Finance Officer is required within 3 years of hire date to remain in position. 
  • Advanced proficiency with Microsoft Office software
Preferred Qualifications: 
  • Experience in municipal/county government or as an auditor of a public finance organization
  • Certified Public Accountant (CPA)
  • NC Certified Local Government Finance Officer (from UNC School of Government)
  • Experience with financial systems such as Infor, SAP, Oracle, or similar enterprise resource planning (ERP) systems
