Job Summary:

The Criminalist – Sex Offender Registration Program performs advanced, non-sworn investigative and program administration work supporting the Police Department’s sex offender registration and compliance functions. This position interprets and applies Colorado and federal sex offender registration laws; reviews court records, criminal histories, and law enforcement databases; determines registration requirements; maintains compliant registration records; identifies non-compliance; and supports related criminal investigations and enforcement actions. This role serves as a professional investigative resource and requires independent judgment, analytical review of legal and investigative records, case preparation, and coordination with criminal justice partners.

 

Experience, Knowledge, Skills:

Minimum Requirements:

  • Bachelor’s degree in criminal justice or a related field, or Colorado POST Certification.

  • Four (4) years of total relevant experience.

  • Two to four (2–4) years of progressively responsible experience in criminal investigations, intelligence, forensic support, law enforcement operations, technical surveillance, or a closely related field.

  • Two to four (2–4) years of experience handling evidence and maintaining chain of custody and integrity of evidence.

  • Ability to obtain required certifications, including NCIC/CCIC, within established timelines.

OR 

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND 

  • Possession of a valid driver’s license.

 

Preferred:

  • Bilingual in English and Spanish.

  • Experience with sex offender registration laws, SOTAR, CCIC/NCIC, NICHE, or similar systems.

  • Experience preparing affidavits, investigative summaries, warrant support documentation, or court testimony.

 

Knowledge, Skills, and Abilities:

  • Knowledge of criminal investigations, criminal justice records, court processes, and Colorado and federal sex offender registration requirements. 

  • Ability to interpret court documents, criminal histories, and database records and apply registration requirements accurately. 

  • Strong investigative and analytical skills. 

  • Ability to gather, verify, analyze, and document information and evidence. 

  • Ability to exercise discretion, independent judgment, and sound decision-making. 

  • Ability to maintain confidentiality and handle sensitive information with tact and integrity. 

  • Strong oral, written, interpersonal, and organizational skills.

  • Ability to work effectively with law enforcement personnel, attorneys, courts, partner agencies, and individuals from diverse backgrounds.

 

Travel:

  • Category B-Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.

 

Essential Functions:

  • Conduct sex offender registrations and re-registrations in accordance with Colorado and federal laws and departmental procedures. 

  • Interpret court documentation and CCIC/NCIC records to determine registration requirements and compliance obligations. 

  • Maintain accurate registration files and records in departmental, state, and national systems, including CCIC/NCIC, NICHE, and SOTAR. 

  • Track non-compliant registrants and those charged with additional offenses; conduct research to support failure-to-register investigations and warrant preparation. 

  • Gather, verify, analyze, and interpret records, reports, and other case information to identify compliance issues and investigative leads. 

  • Compile investigative findings and prepare accurate reports, affidavits, and related case documentation. 

  • Communicate confidential information with law enforcement personnel, attorneys, courts, probation/parole, and other authorized partners.

  • Meet with offenders in person to process registrations, including fingerprinting, photographing, and updating digital records. Offend

  • Maintain the public sex offender registry, assist with address validation, and participate in community notification processes as required.

  • Provide court testimony regarding registration requirements, investigative findings, and non-compliance issues. 

  • Maintain current knowledge of applicable laws, procedures, and technologies. 

  • Prioritize and independently manage assigned caseload and program responsibilities.

  • Performs other duties as assigned.

  • N/A

 

Work Environment and Physical Requirements:

Work Environment:

  • Work is primarily performed indoors and with minimal exposure to the elements.

  • Work is performed at a fixed workstation.

  • Possible exposure to blood-borne pathogens.

  • Possible exposure to electrical shock while dealing with computer-based evidence.

  • Assisting with the execution of search warrants at locations away from the station.

 

Physical Requirements:

  • May lift light to moderately heavy evidence packages from one location to another.

  • Communication skills enough to hear and convey information to/from the public via phone and in person.

  • Operates standard office equipment requiring repetitive hand / arm movements.

  • Vision enough to interpret computer screens and documents to assist the public and computer work assignments.

  • Manual dexterity enough to accurately input, retrieve, and verify work assignments.

  • Extensive work performed on a computer with repetitive data entry and retrieval.
