Job Summary:

The Asset Technician supports the development, maintenance, accuracy, and usability of Culture, Parks, and Recreation Department (CPRD) asset and inventory data across parks, natural areas, trails, recreation centers, cultural facilities, golf courses, and Island Grove Regional Park. This role maintains GIS datasets and asset management records, assists with field inspections and data collection, and helps ensure amenities, equipment, and facility components are accurately documented throughout their lifecycle. The Asset Technician works closely with Parks, NAT, Recreation, Golf, UCCC, Museums, Island Grove, and Facilities teams to improve data integrity, support preventative maintenance planning, assist with capital project preparation, and strengthen operational efficiency through reliable and accessible asset information.
Experience, Education, and Skills:
Minimum Requirements
  • Associate’s degree in GIS, Geography, Environmental Science, Urban Planning, or a related field; OR relevant certification.

  • Proficiency using ArcGIS Pro, ArcGIS Online, and related geospatial tools for mapping, analysis, and data management.

  • Ability to interpret maps, plans, site drawings, and asset documentation.

  • Understanding of spatial data concepts, coordinate systems, GPS/GNSS use, and geodatabases.

  • OR any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

  • Possession of a valid driver’s license.

Preferred
  • One (1) year of experience in GIS, asset management, parks maintenance, natural areas, facility operations, or related work.

  • Experience with data collection tools (Field Maps, Collector, Survey123) and mobile GIS workflows.

  • Familiarity with parks, recreation, natural areas, trails, irrigation systems, playgrounds, or facility components.

  • Experience reading construction drawings or site plans.

  • GIS certificate or bachelor’s degree.

Knowledge, Skills, and Abilities:
  • Knowledge of GIS, spatial data management, asset management systems, and field data collection methods.

  • Ability to analyze data, identify patterns, and summarize trends to support operational decisions.

  • Strong critical thinking, problem-solving, and research skills.

  • Competency using Microsoft Office Suite and the ESRI ecosystem; ability to learn new software and tools.

  • Effective communication skills with internal teams and external partners.

  • Ability to manage multiple tasks, adapt to shifting priorities, and maintain accuracy and attention to detail.

  • Ability to work independently and collaboratively across diverse teams.

Essential Functions
  • Maintain CPRD asset data within GIS and asset management systems, ensuring accuracy, consistency, and alignment with Citywide standards.

  • Create, update, and manage spatial datasets for parks, trails, natural areas, playgrounds, amenities, irrigation systems, signage, facility components, and cultural assets.

  • Prepare maps, dashboards, and data reports that support capital planning, inspections, budgeting, and operational decision-making.

  • Conduct field inspections to verify asset conditions, collect GPS coordinates, document inventory, and update system records as needed.

  • Use field data collection tools (e.g., Field Maps, Collector, Survey123, GPS/GNSS units) to capture accurate and timely information.

  • Assist with annual inventory audits of CPRD facilities, equipment, and amenities.

  • Support supervisors and managers in generating preventative maintenance schedules by providing accurate asset data, condition records, and lifecycle information.

  • Track maintenance history, work orders, and asset status to help identify trends, risks, and replacement needs.

  • Assist staff across CPRD divisions with locating asset information, maps, and documentation for daily operations and service delivery.

  • Prepare asset maps, inventories, and data summaries to support capital project scoping and funding requests.

  • Assist with collecting baseline data for new park development, facility improvements, and restoration projects.

  • Participate in cross-departmental efforts to align asset standards, data practices, and reporting expectations.

  • Performs other duties as assigned.

Work Environment and Physical Requirements:
  • Work occurs in both indoor office settings and outdoor field environments.

  • Fieldwork may include exposure to weather, varying terrain, construction areas, and parks/trail environments.

  • Field noise levels can range from moderate to loud, depending on the project site.

  • Conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.

  • Occasional local travel within the County is required. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other City buildings or partner sites.

  • Walk, stand, or traverse uneven terrain for extended periods while inspecting parks, trails, natural areas, and outdoor facilities.

  • Climb, crouch, stoop, bend, or kneel to inspect playground components, irrigation systems, facility equipment, signage, and other assets at ground level or below grade.

  • Lift, carry, push, or pull objects up to 30–40 pounds such as GPS units, field equipment, small tools, asset tags, signage, or supplies used in field inspections.

  • Work in varying weather conditions, including heat, cold, wind, rain, snow, and sun exposure during field visits.

  • Navigate areas with obstacles, such as vegetation, soft ground, mud, gravel, slopes, and construction hazards.

  • Perform repetitive motions when collecting GPS points, documenting assets, or using handheld devices.

  • Use handheld devices and field equipment (GPS/GNSS units, tablets, cameras) throughout the day while maintaining accuracy and attention to detail.

  • Walk long distances across parks, trails, golf courses, and large event sites such as Island Grove to collect or verify asset data.

  • Ability to perform repetitive motions (typing, data entry).

  • Adequate vision and hearing for detailed work, verbal conversations both in person and virtual, and field safety.
