Responsibility for serving as the development liaison and construction manager for Public Works as well as supervising the Engineering Division Civil Engineering Technicians (Inspectors) and the Development Review Engineer. This position will facilitate orderly growth and development of the Great Falls community by assisting private developers with projects that will enhance the City and expand the tax base. Work is performed under the general direction of the City Engineer with extensive leeway granted for the exercise of independent judgment and initiative.

 

ESSENTIAL FUNCTIONS OF WORK:

Administrate the Review and Construction of Development Projects (40%)

  • Oversees the development review program within Public Works.
  • Collaborates with Planning and Community Development (PCD) to complete the engineering review of development projects.
  • Responds to public and internal inquiries relative to engineering policies and procedures in a courteous and timely manner.
  • Provides management and construction oversight and coordination for municipal public works projects involving future City infrastructure for development projects.
  • Reviews City private development plans for compliance with codes, regulations, and standards.
  • Reviews adequacy of applications for permits and compliance with approved plans.
  • Reviews and offer proposed modifications to the City’s detail drawings and the City of Great Falls’ Design and Construction Standards.
  • Recommends and assists in the implementation of the Engineering Division’s goals and objectives.
  • Collects project records from design and construction and files them collectively in the “Office File” folder.

Engineering Inspection Administration (30%)

  • Establishes schedules and methods for providing engineering inspections and related construction services.
  • Develops, interprets, and applies department policies, procedures, rules, and regulations pertaining to engineering inspections and related services. 
  • Plans, prioritizes, assigns, supervises, and reviews the work of staff responsible for providing engineering inspections and related services.
  • Selects appropriate equipment and materials to complete the survey and inspection work according to specifications, verbal instructions, and established procedures. 
  • Inspects and verifies work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards, specifications, and departmental regulations.
  • Reviews the constructed information provided by the Inspectors and oversees the drafting of “As-Built” record drawings in AutoCAD.
  • Ensures as-built records of projects are completed and archived.
  • Answers questions from Inspectors in the field and from the public regarding the City inspection program.

Engineering Inspector Management (10%)

  • Plans, organizes, and manages personnel by assigning tasks, training, reviewing work products, establishing work priorities, and performing periodic reviews and assessments in the performance of their assigned duties. 
  • Participates in the selection of assigned staff and provides or coordinates staff training.
  • Conducts reviews and assessments for annual performance evaluations of personnel; and
  • Counsels personnel on job performance and disciplinary matters and frequently apprises City Engineer of staff’s performance.

Peripheral duties (20%)

  • Assist the City Engineer in overseeing the Engineering Division’s surveying program.
  • Oversees Engineering Division’s Density Testing program.
  • Assists in the training of other City personnel in Public Works design and construction techniques.
  • Oversees implementation of the City’s published Design and Construction Standards and recommends revisions of standards to the City Engineer.
  • Oversees inspector’s personnel functions, including analyzing assigned personnel needs and making appropriate recommendations, including recruiting, selecting, hiring, training, motivating, developing, evaluating, and promoting.
  • Oversees development, revisions, and ensures implementation of efficient inspection policies, work flow and business processes and practices, including but not limited to sound billing practices, surveying practices, in-house design QA, inspection, and other technical and field services.
  • Review Raken Reports (construction logs) and help the City Engineer compile monthly billing of inspection efforts associated with development projects.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to remain current on principles, practices, and new developments in assigned work areas.

 

EDUCATION & EXPERIENCE:

  • Bachelor’s degree from an accredited college or university in Civil Engineering, Construction Engineering Technology, or a closely related field; 

and

  • Moderate (5 or more years) post-PE experience in civil engineering, surveying/drafting, and public works utilities construction; 

and

  • Licensed in Montana as a Professional Engineer or Land Surveyor for the State of Montana. Equivalent certification will be accepted. However, as a condition of continued employment, Montana certification must be obtained within twelve (12) months of employment; 

  or

  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

 

NECESSARY SPECIAL QUALIFICATIONS 

  • Must possess a valid State driver's license or have the ability to obtain one at the time of hire. 
  • Registration as a Montana Professional Engineer or Montana Professional Land Surveyor or become registered within twelve months of hire. 

REQUIREMENTS OF WORK:

  • Thorough and in-depth knowledge of modern civil engineering principles, practices and methods as applicable to a Municipal setting.
  • Thorough knowledge of applicable City policies, laws, and regulations affecting division activities.
  • Knowledge and ability to promote safe work practices and ensure compliance with City safety policies.
  • Skill in teaching, mentoring, and motivating employees through sharing of knowledge, skills, resources, and information.
  • Proactive in performing and improving his/her own work.
  • Suggest and participate in projects and activities to improve the function of the entire organization.
  • Ability to communicate effectively, orally and in writing, with City employees, consultants, governmental agency representatives, City officials, and the general public using both technical and non-technical language, and maintaining composure in stressful situations.
  • Ability to effectively manage multiple assignments/priorities while being accountable and responsible for the completion of work assignments.
  • Ability to prepare accurate and timely delivery of letters, reports, requisitions, legal notices, memos, and other written documents.
  • Maintain comprehensive knowledge of pertinent Federal, State, and local laws, codes, and ordinances, and the ability to effectively and accurately interpret and enforce them.
  • Comprehensive knowledge of the principles and practices of plan development and proficient knowledge of the resources, programs, and applications to accomplish such plans.
  • Ability to delegate projects, tasks, and duties with clear, concise, and complete directions and expectations and monitor workflow and quality work products.
  • Ability to effectively manage and coordinate division services with other agencies and departments and detect discrepancies or deficiencies in project construction work and plans.
  • Demonstrate a willingness to quickly learn and apply new skills and knowledge brought about by rapidly changing information and/or technology.

SUPERVISORY RESPONSIBILITY 

This position manages a staff of eight (8) to ten (10) direct reports in the Engineering Division. May be required to perform duties as Acting City Engineer in the City Engineer’s absence.  


Salary : $110,000 - $129,000
