Job Title: Utilities Field Supervisor
Department: Utilities
Reports To: Utilities Director
Job Summary:
Under the direction of the Utilities Director, the Utilities Field Supervisor provides day-to-day oversight and leadership for the City's water distribution, sanitary sewer collection, and wastewater treatment plant operations. This position is responsible for supervising field crews, coordinating maintenance and repair activities, ensuring regulatory compliance, and promoting a safe and efficient work environment. Approximately 70% of this position involves field-based supervision, while the remaining 30% involves planning, coordination, reporting, and administrative responsibilities. This position is FLSA exempt.
Essential Duties and Responsibilities
Field Operations (70%)
Provides on-site supervision, leadership and manual assistance to utility crews performing:
Water system/line repairs and installations
- Sewer collection system maintenance
Wastewater treatment plant operations
Oversees emergency repairs and service interruptions, including after-hours response when necessary.
- Performs inspections of job sites and work in progress to ensure safety, quality, and compliance with standards and procedures.
- Ensures all field activities comply with city, state, safety, MUTCD and environmental regulations.
- Operates and assists with specialized equipment as needed.
Administrative and Supervisory (30%)
- Plans and schedules daily work activities and long-term maintenance programs in collaboration with the Director of Public Works.
- Provides training, guidance, and performance evaluations for utility personnel.
- Tracks work orders, equipment usage, and materials through work management systems.
- Responds to public inquiries and service requests related to water, sewer, and wastewater services.
- Assists with budgeting, inventory management, and procurement of materials and equipment.
- Works with consultants, engineers, and regulatory agencies as needed for utility projects and compliance.
- Prepares and maintains operational and regulatory reports (e.g., KDHE reports, sampling logs, maintenance logs).
- Occasional travel for trainings, conferences, seminars, testing, etc.
- Recommends specifications for major equipment and material purchases.
- Organizes and directs the training and safety programs for Utilities personnel in coordination with the Director.
- Performs other duties as assigned or required.
Knowledge, Skills, Qualifications and Abilities
Strong understanding of:
Municipal water distribution and sewer collection systems
- Wastewater treatment operations and maintenance
Utility construction practices and safety regulations
Proven ability to supervise field crews and coordinate resources effectively.
- Competence in interpreting maps, plans, and utility layouts.
- Effective written and verbal communication skills.
- Strong decision-making and problem-solving skills, especially under emergency and high stress conditions.
- Proficiency with computers and the ability to learn work order and asset management systems.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with governing body, city administrator, department heads, employees, and the public.
- Ability to provide appropriate supervision to Utility employees by providing effective feedback, dealing with problems assertively and quickly, creating a cooperative work environment, modeling appropriate behavior, promoting, and initiating change, completing appropriate evaluations on a timely basis, etc.
- Ability to organize and direct the work of subordinates toward the accomplishment of the department's objectives efficiently and effectively.
- Ability to use sound judgment and common sense, think logically, and make appropriate decisions.
- Ability to understand and anticipate problems, develop department procedures, prepare reports and budgets, interpret data, and understand manuals, articles, reports, and written instructions.
- Preferred knowledge of the MS4 program and the ability to comply with established regulations including, but not limited to erosion control best practices.
Licenses and Certifications
- Valid Kansas CDL Class B license (or ability to obtain within 6 months).
Must hold or obtain certifications within 5 years such as, but not limited to:
Water Operator Certification III
- Wastewater Operator Certification IV
- OSHA 30 Construction
- Underground UST A/B certification
- Electrofusion certification
- HDPE butt welding and datalogger certification
- EZ Valve certification
- Construction Stormwater Inspector Certification
- First aid/CPR/AED certification
- Confined space certification
- Competent person trench and excavation
CDL-BTW certification
Requires a high school diploma or equivalent.
- Preferred a minimum of at least five years of experience in Utilities and/or equipment operation, and at least 1 year of supervisory experience.
Working Conditions:
Work may be both inside and outside. Inside work will involve physical activity associated with working in an office setting. Outside work is generally heavy and will involve physical activity such as lifting, pulling, pushing, carrying, and involves handling, seeing, hearing, listening, and talking. Will involve after-hour calls and exposure to extreme weather conditions.
