What are the responsibilities and job description for the Full Time Planning Technician position at City of Grand Prairie?
The purpose of this position is to research information, prepare public meeting documents, assist, and educate citizens and businesses regarding zoning and development, as well as provide technical support for the Planning and Development department. This is accomplished by assisting with development review activities, preparing, and reviewing maps, graphics, exhibits, and briefing materials, and preparing exhibits for presentations. Other duties may include assisting with special projects, and assisting developers, consultants, and the public with questions regarding ordinances, procedures, and regulations. This position does not provide direction to other employees.
Development Review Coordinator
Serve as Review Coordinator in EnerGov for all development review cases by tracking cases through the DRC review, Planning and Zoning Commission, and City Council process. This includes reviewing initial applications for accuracy and completeness, sending out cases for review to the Development Review Committee members, forwarding comments to applicants once reviews are complete, managing meeting dates and Public Hearing dates, updating workflow, and completing case close-out checklists.
Coordinate weekly Pre-Application Meetings held via Microsoft Teams by managing the scheduling process, requesting exhibits from applicants, and serving as meeting host to facilitate comments or questions and monitor remaining time.
Assist customers with submitting development applications through the Customer Self-Service Portal.
Provide excellent customer service by assisting customers at the front counter and over the phone.
Create property owner notification lists, including HOA “Head’s Up” notifications and coordinate mailings and postings in the newspaper for zoning cases.
Process zoning verification requests promptly.
All other duties as assigned by a supervisor/manager within your department/division.
Records and Research
Process zoning verification requests in a timely manner.
Assist the Administrative Supervisor with responding to requests for public records under the Freedom of Information Act.
Coordinate and track plat filing with the County.
Complete case close outs in EnerGov, compile approved Site Plan packages, and coordinate updates with GIS.
Provide research assistance to the Current Planning and Long-Range Planning sections of the Planning Division.
Assist the Administrative Supervisor with setting up for Planning and Zoning Commission meetings and take meeting minutes as needed.
Assist the Administrative Supervisor with preparing legal notices, property owner notifications, and meeting agendas.
Maintain database of Homeowner Association (HOA) contacts and keep the contact information listed on the City’s website up-to-date.
All other duties as assigned by a supervisor/manager within your department/division.
OTHER DUTIES:
Interact with the public both in person and on the phone regarding routine planning and zoning inquiries and other requests for assistance.
Assist other City departments with routine projects or issues.
Assist the Administrative Assistant or Executive Assistant as needed.
Attend meetings of the City Council Development Committee and coordinate supporting documents and exhibits.
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:
- Education:
- Bachelor’s degree in City or Urban Planning with no experience; OR associate degree or equivalent from a college or technical school with 2 years of related experience in a municipal development setting preferred.
- A combination of relevant education and experience equivalent to the qualifications may be considered.
- Experience: Relevant experience gained during an internship may be counted. Knowledge of MS Office (Access, Excel, Word, Power Point) required. Knowledge of Adobe Creative Suite, Bluebeam, Arc GIS, Justafoia, VisionLive, or Tyler Energov is highlypreferred.
