## Description
The Fire Operations Division Chief is an executive and administrative position which manages Fire Operations division within the Fire Department. Periodic rotation of divisional assignments will be at the discretion of the Fire Chief. A Fire Division Chief shall perform a wide variety of administrative and managerial duties for the Fire Department; coordinate assigned activities with other City departments, divisions, and outside agencies; and provide highly responsible staff assistance to the Fire Chief.
## Essential Functions
Oversee and supervise the daily operations of the Fire Department.
Manage and monitor work programs related to Engine/Truck company activity coordination; station and equipment maintenance; communications systems for operations and emergency response activities; and station assignments.
Oversee departments professional standards unit; investigate internal and external complaints involving fire department personnel; implement and/or recommend disciplinary action when warranted.
Oversee the development of specifications and recommendations for operational apparatus, equipment, and facilities.
Monitor daily emergency response performance of operational units.
Manage all aspects of fire/technical rescue/hazardous materials responses.
Ensure maintenance of required fire certifications and licenses for department personnel; maintain records as required by law.
Maintain oversight and records of fire apparatus and equipment to ensure required maintenance and repair is being conducted to maintain the safe and working order of the apparatus and equipment.
Write purchasing specifications for fire apparatus and oversee the purchasing of all fire apparatus.
Evaluate use and maintenance records of fire apparatus and equipment to predict useful life span and determine a replacement schedule.
Develop fire/technical rescue/ hazardous materials training programs. Evaluate training programs and proficiency of department members in these training areas.
Provide technical and functional supervision for fire department personnel assigned to training functions related to fire operations.
Oversee, facilitate, and/or conduct training for new hire recruit academy.
Work closely with Grand Island/Hall County Emergency Management to coordinate tabletop, functional, and full-scale drills involving the fire department.
Act as Fire Department representative in Emergency Operations Center.
Coordinate training, drills, and other activities with agencies outside of the fire department.
Represent department at mutual aid meetings and other multijurisdictional events.
Review NERSIS reports for accuracy and completeness; submit to State according to policy.
Establish division goals and objectives.
Direct the development and implementation of policies and procedures.
Develop, maintain, and continually evaluate standard operating procedures and treatment protocols.
Work within the fire department management team to develop and implement departmental goals and objectives.
Direct firefighting and rescue operations; respond to alarms as incident commander, incident safety officer, or other position designated within the incident command system as determined by the on-scene incident commander. Fire Division Chiefs will respond to all second alarm working fires or sooner if requested by the on-scene commander.
Select, train, supervise, motivate, and evaluate personnel; work with employees to correct deficiencies and implement disciplinary procedures as needed.
Develop, organize, implement, and oversee training programs including fire suppression, fire prevention, emergency medical services, hazardous materials, code enforcement, employee safety, certification, and other professional development programs; ensure that training complies with Federal and State laws, rules, and regulations.
Work with Fire Chief to develop and implement rank and position pecific, officer programs.
Participate in the development and administration of the fire department budget; assist in directing the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement mid-year adjustments.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Fire Chief; implement improvements.
Assist in preparing, updating and enforcing city fire codes, ordinances and standards.
Investigate fire incidents to determine the origin, cause, and loss value of the incident; collect evidence and participate in the prosecution activities as required. Manage fire investigation reports and ensure records are stored according to state statute.
Participate in the development and implementation of large-scale emergency plans.
Assist in labor relations activities related to the Fire Department; provide advice and assistance to the management negotiating team.
Participate on a variety of boards and committees; attend and participate in professional group meetings; stay abreast of new trends and innovations in the emergency response field. Maintain a variety of records and reports related to fire department activities and enter such data into the computer. Ensure that records are properly documented by periodically checking the accuracy of entries.
Provide responsible staff assistance to the Fire Chief; prepare and present staff reports and other necessary correspondence, including monthly and annual reports to the Fire Chief.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Communicate professionally with the news media concerning matters related to fire department operations.
Participate in continuing education as approved by the Fire Chief.
