ESSENTIAL JOB FUNCTIONS
- Inspects businesses and contractors for business license compliance enforcement.
- Conducts field visits of businesses.
- Reviews business/corporate Federal and State Income Tax Returns; State Sales Tax Reports, Trial Balances and profit/loss statements to determine gross income for business license purposes.
- Calculates license fees and provides results to the City's CFO.
- Identifies, reviews, schedules, and notifies businesses for income verification.
- Issues Uniform Ordinance Summons when not in compliance with City Ordinances and makes court appearances.
- Administers the City business license set-off debt program.
- Verifies, audits, and enters into software system the Telecommunication, Insurance, and Brokers Tax program.
- Reviews and audits the Department of Revenue's annual report on Gross Sales Receipts.
- Answers inquiries from municipalities and the public concerning interpretation of ordinances and statutes.
- Assists in the development of business license and building permit applications, forms, booklets, etc.
- Assists in the development of new ordinances as they pertain to business licenses and building permits.
- Assists in updating existing ordinances for business licenses and building permits.
- Develops spreadsheets and recommends auditor computer programs.
- Research state statutes and business license ordinances to substantiate auditing results.
- Develops training guides and presentations.
- Compiles reports as needed.
- Collects, enters and audits hospitality fees for the City.
- Assists with special projects and research as needed.
- Serves as back up to co-workers.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS
- Associate degree in Accounting, Business Administration, or related field.
- Four years’ experience in the business licensing and permitting fields.
- Four years’ experience in an office setting, to include contact with the public, utilizing computers, and handling cash.
- Any combination of education and experience totaling six years may be considered.
- Member of the South Carolina Business Licensing Officials Association preferred.
- Valid South Carolina Driver’s license.

- Knowledge of departmental policies and procedures.
- Knowledge of accounting, bookkeeping, business license procedures, and IRS regulations.
- Knowledge of procedures used for business license applications.
- Knowledge of planning processes and operations.
- Knowledge of basic accounting and mathematic functions.
- Ability to make sound, educated decisions.
- Ability to provide quality customer service, to include handling difficult customers.
- Ability to communicate effectively both orally and in writing.
- Ability to use computers and various software programs, to include Word, Excel, and Access.
- Ability to work under pressure in a fast-paced environment.
- Ability to multitask.
WORK ENVIRONMENT
The work is typically performed indoors in an office environment, relatively free from unpleasant environment conditions or hazards.
PHYSICAL DEMANDS
Frequently requires fine dexterity, handling, vision, hearing, and talking. Frequently requires standing, sitting, walking, and twisting. Occasionally requires walking, lifting, carrying, reaching, kneeling, pushing/pulling, bending, crouching, stooping, climbing, and balancing. Sedentary strength demands include exerting up to 10 pounds occasionally.
MENTAL DEMANDS
Frequently require performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires time pressures, frequent change of tasks, and irregular schedule/overtime.
