The Applications & Business Analyst acts as a liaison between the city departments and IT, is responsible for business and systems analysis; business process change recommendations; technology recommendations; design, general maintenance, support and administration of the City's business applications. Work includes defining project objectives, gathering requirements from business units, documenting business and technical requirements accurately, communicating requirements, testing the solution to validate project objectives, verifying that the implemented solution meets the requirements, software training, maintenance and support.

Strategy & Planning
- Assist in assessing application performance and proposing enhancements to meet business needs.
- Contributes to the development of application standards and processes to meet business requirements.
Acquisition & Deployment
- Assist in the deployment of new applications and system upgrades.
- Perform basic configuration and customization tasks.
- Participates in contract review, RFPs or renewals related to application services.
Operational Management
- Monitor daily performance of applications to ensure reliability, security and availability, to be compliant with CJIS, HIPPA and local/state data retention policies.
- Provide technical support for application-related issues and escalate as necessary.
- Assist in troubleshooting and resolving basic application errors.
- Conduct and work with third-party vendors for routine maintenance tasks, such as system updates and patches.
- Support user account management, including adding, modifying, and removing accounts.
- Assist in documenting technical procedures and application configurations.
- Provide technical support and training to end-users, analysts and department stakeholders on application functionality.
- Respond to help desk tickets related to application issues in line with Service Level Agreements (SLAs).
- Ensure proper configuration and permissions for applications
- Support software testing during updates and deployments.
- Maintain inventory of supported applications, associated licenses and their versions.
- Monitor application usage to identify and report potential optimization opportunities.
- Collaborate with other IT staff to resolve cross-platform issues.
- Participate in application audits to ensure compliance with organizational policies.
- Generate and distribute basic application performance and usage reports.
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature, which may be obtained with a two-year associate's degree, diploma, or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Experience: Minimum of two years of experience in a related field.
- Certifications and Other Requirements: Valid Driver's License., ITIL Certification within a year of hire
- Reading: Ability to read technical instructions, technical specifications, trade magazines, responses to vendor solicitations, planning documents, policies/procedures, and documents generated by staff at a high level of comprehension.
- Math: Ability to perform math calculations at a college level including basic math, percentages, and algebra as well as formulas.
- Writing: Ability to write interoffice memos, staff presentations, issue papers, planning documents, technical instructions, technical specifications and vendor solicitation documents. Many assignments require translation of technical terms into those that can be understood by non-technical staff.
- Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
- Budget Responsibility: Substantial - Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non-discretionary expenditures).
- Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts are typically reviewed prior to being finalized.
- Technical Skills: Comprehensive Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
- Interpersonal/Human Relations Skills: Moderate - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach an agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Objective: Proactively monitor applications and identify potential issues
- Create a plan to monitor applications to ensure they meet the end users’ expectations. On an ongoing basis, document and address any issues that are discovered.
Within 12 Months:
Objective: Develop a strong understanding of ITIL best practices
- Complete ITIL training and pass the certification Test.
- Apply ITIL principles to incident, problem, and change management processes to improve service delivery and efficiency.
Salary : $80,044 - $118,826
