Job Description Summary

The Utility Locator provides skilled work and oversight associated with locating and marking City utility lines in order to minimize accidental damage or disruption of service due to construction activities. This is accomplished by managing, planning, and scheduling the daily locating, tracking, and marking of the City’s utilities, including the water distribution system, wastewater collection system, reclaimed water system, stormwater system, traffic signals, and fiber optic systems. The Utility Locator will also serve as a field support arm for customer service representatives, assisting in responding to customer inquiries.

The ideal candidate will have a minimum of 3 years of experience in locating underground facilities, including water and sewer systems. Additionally, possessing at least 2 years of experience working independently with minimal supervision, as well as 2 years of experience in maintaining a Water Distribution system, is highly desirable. Experience in customer service, specifically in dealing with customers and the public, for at least 2 years, will set you apart. Preference will be given to those possessing an ADEQ Water Distribution Grade I certification or a reciprocal certification from another state.

Essential Functions

  • Provides location and marking of utility lines by reading utility maps, as-builts, and blue prints; identifies accurate locating and marking of utility lines with stakes, flags and/or paint; and coordinates changes and corrections. Organizes, prioritizes and routes blue stake requests and determine if a greater section needs to be located once the contractor begins digging. Utilizes the Arizona Blue Stake database and maintains files and records for the program.
  • Maintains data integrity by communicating and coordinating changes based on field observation with the Engineering Department and communicating and coordinating changes based on operational changes in the field.
  • Provides support and assistance to external customers by meeting with property owners, contractors, and the developers, and others to assist in locating utilities and explaining service locations and responsibilities. Meet with customers as required. Assists with emergency situations such as system breaks, locates affected areas and erects safety barricades. Executes routine and emergency operational, maintenance, construction, and repair functions of infrastructure or equipment utilized in the water distribution division.
  • Adheres to industry and City safety standards, policies, practices, and procedures. Provides services in accordance with government standards such as Blue Stake, OSHA and MAG.
  • Demonstrates a continuous effort to improve operations by streamlining work processes, decreasing turnaround times, and working cooperatively and jointly to provide efficiency and excellence in the use of City resources.
  • Executes routine and emergency operational, maintenance, construction, and repair functions of infrastructure or equipment utilized in the water distribution division. Maintains the integrity of landscaping, and completes work orders.
  • Assist in the installation, maintenance, replacement, and repair of water mains, water service connections, fire hydrants, valves and related appurtenances. Notifies customers of water service interruptions in accordance with Public Works policies and procedures.
  • Operates, inspects, and maintains water distribution infrastructure; logs daily records; interests reading from meters, gauges, charts, and instruments; and detects mechanical or process deficiencies and communicates findings to the supervisor.
  • Delivers outstanding customer service. Establishes and maintains open communication with all internal and external customers; to include co-workers, contractors, residents, and other City departments. Informs immediate supervisor of daily operations, important developments, and work activities.

Requirements

  • Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
  • Experience: Minimum two years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver’s License required. Must obtain ADEQ Grade I Operator License in Distribution within the first 12 months of hire.
  • Reading: Work requires the ability to read general correspondences, memorandums and letters, technical training manuals for equipment operation.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division percentages, and fractions.
  • Writing: Work requires the ability to write reports, general correspondences, memorandums and letters.
  • Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
  • Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
  • Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
  • Interpersonal/Human Relations Skills: High - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
