The Property and Evidence Supervisor oversees the daily operations and staff of the Police Department’s Property and Evidence Unit, ensuring efficient and compliant management of all property and evidence. This position is responsible for maintaining adherence to state laws, industry standards, and departmental policies governing the receipt, storage, and disposition of property and evidence.
The ideal candidate brings a minimum of five years of supervisory experience in property and evidence management in a law enforcement environment. They will have a proven track record of leveraging technology to enhance unit efficiency and operations. Strong written and verbal communication skills are essential, including the ability to develop reports and perform complex inventory audits. An Associate’s degree is required.

- Oversees Property & Evidence Operations: Ensures all property and evidence is properly received, documented, stored, tracked, and disposed of in compliance with Arizona Revised Statutes, Rules of Criminal Procedure, accreditation standards, and industry protocols. Safeguards evidence integrity, including maintaining an accurate chain of custody.
- Leads and Develops Staff: Supervises Property and Evidence Unit personnel by assigning and prioritizing work, providing training and direction, conducting performance evaluations, and making hiring, disciplinary, and termination recommendations while fostering a safe, inclusive, and respectful work environment.
- Ensures Compliance & Accountability: Coordinates and conducts audits, inventories, and inspections across all storage locations to ensure proper handling, security, and accurate accounting of property and evidence; oversees destruction of sensitive items and preparation for public auction.
- Manages Unit Operations & Projects: Monitors unit operations, coordinates projects, establishes goals, analyzes performance, researches legislative changes, and recommends process and policy improvements to enhance efficiency and effectiveness.
- Coordinates Critical Processes & Support Functions: Manages time-sensitive evidence viewing and release, responds to callouts as needed, monitors facility security (including after-hours response), and coordinates procurement of supplies, equipment, and services to support operations.
- Provides Professional Expertise & Representation: Prepares reports and documentation, delivers training and guidance to staff and stakeholders, provides court testimony as required, represents the Department in public settings, and performs related duties to support unit operations.
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
- Experience: Minimum three years of experience in law enforcement property and evidence field.
- Certifications and Other Requirements: Valid Driver's License, IAPE Certification.
- Reading: Work requires the ability to read reports, correspondence, software manuals, management books, trade journals, and policies at a college level.
- Math: Work requires the ability to perform general and advanced math calculations, including calculating distances and creating charts at a college level.
- Writing: Work requires the ability to write memos, letters, reports, e-mail, correspondence with customers, policies, and bulletins at a college level.
- Managerial: Semi-complex – Work requires supervising and monitoring performance of a regular group of employees including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.
- Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
- Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
- Interpersonal/Human Relations Skills: High – Interactions may involve support of controversial positions or the negotiation of sensitive issues or important presentations. 6 Month Objectives
- Obtain level B Terminal Operator certificate through Department of Public Safety
- Familiarize yourself with City and Police policy and procedures as it applies to this position
- Familiarize yourself with the layout of the warehouse, impound yard, officer intake area
- Review all Property and Evidence Unit policies and standard operating procedures and offer revisions, if needed, for review
- Begin to document and identify areas of improvement and report to supervisor
- Successful completion of at least one industry standard certification through the International Association of Property and Evidence (IAPE) to include their supervisory class – Evidence Management for Supervisors
- Complete all annual training as required by the city and police department
- Proficiency in using Public Safety New World Records Management system
- Coach/mentor direct reports and monitor ongoing achievement of performance goals
- Meet 1:1 with all direct report employees and other peers/leaders within department
- Become familiar with staff, workload assignments and processes.
- Formal Document to Supervisor with 3 year plan that supports unit growth and improvements.
