Job Description Summary

This position is responsible for planning, organizing, directing and evaluating day to day activities of divisions within the Information Technology Department. The Deputy Chief Information Officer will work with division managers and supervisors to plan, organize and deliver activities for that division. Oversight and delivery of operations across Information Technology is a core duty but this role will also be involved in strategic planning with key stakeholders.

The ideal candidate for the Deputy Chief Information Officer position is an experienced, strategic, and collaborative technology leader with demonstrated success overseeing complex IT operations, enterprise technology services, and organizational transformation initiatives. The successful candidate possesses strong leadership, communication, and relationship-building skills with the ability to partner effectively with executive leadership, department stakeholders, vendors, and technical teams to align technology services with organizational priorities. They bring experience in IT governance, service delivery, project and portfolio oversight, budgeting, workforce development, and continuous improvement, while fostering a culture of accountability, customer service, innovation, and operational excellence. The ideal candidate is equally comfortable balancing strategic planning with operational execution, making informed decisions in complex environments, and developing high-performing teams that deliver measurable business value through reliable, secure, and efficient technology services.

Essential Functions

  • Organizes, plans, directs, and manages the activities of multiple divisions within Information Technology by assigning and monitoring work activities within all functional areas; providing technical assistance and direction to staff; reviewing reports and other documents; developing and interpreting policies, standards, design guidelines; selecting, training, and evaluating staff; setting goals and objectives; and solving internal and external concerns.
  • Oversees the activities and delivery of operations across Information Technology with a focus on service delivery and customer service. Provides direction in concert with key stakeholders to operationalize and manage efficient and customer service-oriented services by coordinating processes and standards, attending meetings, providing direction to staff on issues, recommending changes to processes, and resolving problems and concerns with customers.
  • Coordinates projects with staff, stakeholders, and consultants by ensuring technically sound and innovative strategies are employed and the City’s interests are fully represented. Directs research, analyzes trends, and makes recommendations to the Chief Information Officer on projects, programs, staffing, and priorities.
  • Thinks strategically and plans with vision. Ensures the timely, efficient, and technically sound development of reports, analysis, designs, programs, and other related documents.
  • Participates in IT governance meetings, makes presentations to City Council, public, and professional groups as needed.
  • Oversees and participates in the development and administration of the assigned division budget and assists with the department’s annual budget; participates and forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements budgetary adjustments as appropriate and necessary.
  • Reviews reports, monitors KPIs and discusses issues by reading and analyzing reports, researching similar documentation, writing summary reports with recommendations, interpreting technical information, and responding to inquiries.
  • Oversees the coordination of projects with staff, consultants, other agencies, and vendors. Develops and maintains positive relationships with all outside agencies and other project stakeholders while providing professional project and management assistance.
  • Acts on behalf of the Chief Information Officer by coordinating department business in the Chief Information Officer’s absence.
  • Demonstrates continuous effort to improve operations, service delivery, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Provides coordination and communication on a daily basis with staff, throughout the continuum, and customers. Actively participates in the development, implementation and revisions of job descriptions, standard operating procedures, metrics and strategic planning.

Requirements

  • Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Experience: Minimum of seven years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver’s License.
  • Reading: Work requires the ability to read state statutes, federal laws, technical reports and manuals, research papers, construction plans and specifications, correspondence, legal documents, ordinances, and property legal descriptions at a college level.
  • Math: Work requires the ability to perform math calculations such as advanced level algebra, geometry, trigonometry, and calculus.
  • Writing: Work requires the ability to write technical reports, summarize analysis of engineering and related issues, city ordinances, and correspondence at a college level.
  • Managerial: Complex - Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility: Significant - Has responsibility for final approval of at least one division budget and presents the budget(s) to Senior Management. Is authorized to approve division budgeted expenditures for both staff and resources up to the amount that requires the approval of Senior Management.
  • Policy/Decision Making: Significant – The employee normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance. This position independently decides how objectives are achieved and what resources are needed. Typical positions in this category are upper management to executive level jobs.
  • Technical Skills: Comprehensive Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Interpersonal/Human Relations Skills: High - Interactions at this level typically result in recommendations regarding policy development, changes in policy, and implementation of policies. Interactions at this level are typically concerned with providing communications at higher levels of organizational operations and may utilize activities such as evaluating customer satisfaction, developing cooperative associations, and allocating resources to improve work operations, work quality, overall achievement of organizational goals and objectives, and customer satisfaction

12 Month Objectives

First 3 Months (Assessment & Alignment)

Objective: Establish organizational understanding, stakeholder relationships, and operational visibility.

  • Assess assigned divisions, staffing, priorities, risks, and major initiatives.
  • Establish leadership, stakeholder, and reporting cadences.
  • Identify opportunities for operational, service, or governance improvement.

Measures of Success

  • Complete meetings with 90% of key stakeholders and direct reports.
  • Complete 100% of division assessments documenting priorities, risks, and opportunities.
  • Establish 100% recurring management and reporting cadences.
  • Identify and document 3 improvement opportunities.

6 Month Objectives (Governance & Execution)

Objective: Establish governance, accountability, performance visibility, and workforce effectiveness.

  • Implement performance reporting and operational oversight practices.
  • Support execution of strategic initiatives and process improvements.
  • Conduct workforce development and leadership consistency activities.

Measures of Success

  • Implement KPI reporting for 90% of assigned divisions/functions.
  • Ensure 90% of major initiatives include documented status, milestones, and risks.
  • Conduct development discussions with 100% of direct reports.
  • Implement 2 measurable process or service improvements.

12 Month Objectives (Optimization & Organizational Value)

Objective: Demonstrate measurable organizational value, leadership effectiveness, and operational maturity.

  • Improve organizational transparency, prioritization, and accountability.
  • Support workforce development and stakeholder engagement.
  • Deliver measurable operational or governance improvements aligned to organizational priorities.

Measures of Success

  • Achieve documented improvement in 3 organizational performance areas through KPI reporting, delivery performance, service metrics, or stakeholder outcomes.
  • Maintain 95% on-time executive reporting cadence.
  • Complete workforce development and succession planning discussions for 100% of direct reports.
  • Deliver 3 documented operational or governance improvements with measurable outcomes.
