Job Description Summary

Acts as a lead inspector as assigned by their respective supervisor. Assists in training sessions and verifies inspection records and project requirements for acceptance. This position also schedules, coordinates, and conducts complex inspections of civil construction and responds to citizen complaints.

The ideal candidate is a highly experienced civil construction inspector with 5 or more years of inspection supplemented with construction materials testing experience relating to grading, drainage, water, sewer, concrete, paving, streetlight, and traffic signal construction. The ideal candidate would have the ability to oversee multiple construction projects and act as a lead inspector. Has the technical skills to be proficient in utilizing MS Office, be proficient in the use of Accela, or the ability to become proficient with software utilized for reporting and managing project inspection data. Has a thorough understanding of civil construction industry standards, MAG Specifications, and civil engineering principles related to right-of-way improvements and private grading and drainage construction. The ideal candidate can read and understand civil construction plans, be proficient in interpreting specifications, be knowledgeable in construction materials, means, and methods, as well as having the abilities to complete inspection reports and forms accurately. Has strong communication skills in explaining complex issues with developers, contractors, and engineers. EXAMINATION PROCESS

Only a limited number of the most highly qualified applicants meeting the City's requirements will be invited for an interview. The examination process for this position will include a panel Interview and may include a written assessment.

Essential Functions

  • Inspects private developer construction projects and City capital improvement projects to assure an acceptable quality level and compliance with Maricopa Association of Governments (MAG) specifications and City Engineering Design Standards and Policies Manual in civil engineering and public works areas including, but not limited to: sewer installations, metering stations, lift stations, force mains, etc.; water installations, wells, pump stations, transfer stations, etc.; storm drain installations, catch basins, drywells, pipes and culverts, retention basins, etc.; grading and drainage work; street light installations; dry utility installations, including trenching or boring of electric, natural gas, telecommunication, cable TV, and conduit installation; paving and concrete flatwork, including curbs, gutters, sidewalks, driveways, etc.; and bridges and structures.
  • Interprets, applies, and enforces the provisions of the City’s Engineering Design Standards and Policies; MAG specifications and standards; and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies, and procedures. Reviews and interprets construction plans, including water, sewer, paving, landscape, streetlights, and grading and drainage plans; ensures compliance with requirements governing uniform construction, installation of utilities and amenities, traffic, sanitation, approved materials, and other factors. Coordinates construction activities, sequences and schedules with other City departments, divisions and with outside agencies including governmental, irrigation districts, consultants, engineers, developers/owners, and contractors. Initiates letter of acceptance when all work meets specifications and standards, as-built drawings have been reviewed and approved, and all testing reports have been collected.
  • Notifies other City departments when their facilities will be affected by construction.
  • Recommends and participates in revisions/updates to the Engineering Design Standards and Policies Manual and City Approved Materials Lists.
  • Ensures recorded information is present on as-built plans such as the location of valves, sewer connections, manholes, and water services. Reviews final as-built drawings for completeness and aids Inspector I and II.
  • Communicates and verifies progress payment requests and computes final quantities item by item from the contract bid schedule on City contract jobs in order to determine the amount of money to be paid to the contractor.
  • Prepares and maintains records of inspection activities, prepares reports, enters project data into Accela, and attends project meetings. Project meetings include leading Preconstruction and Pre-Activity meetings for assigned projects as well as attending any other project-related progress meetings.
  • Maintains project files including detailed documentation of project correspondence, test results, approved plans and shop drawings, and compliance certificates. Ensures consistency within the department.
  • Exhibits a service orientation towards customers and maintains productive working relationships.
  • Performs plan review and inspection of traffic control plans and implementation in compliance with state and local requirements (based on duties as assigned).
  • Assists in the scheduling of workloads of inspectors to ensure coverage of area assigned.
  • Ensures that construction has been completed per the approved plans and documentation has been approved for project acceptance.
  • Assists in training new and existing staff to ensure both existing and new established procedures are enforced.
  • May serve as a backup for the Construction Inspection Supervisors in their absence or vacancy.

Requirements

  • Formal Education/ Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum three years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver’s License.
  • Reading: Work requires the ability to read general correspondence, construction plans and specifications, documents, engineering technical standards, installation standards, and engineering manuals.
  • Math: Work requires the ability to perform engineering calculations, trigonometry, algebra, geometry; and general math calculations such as addition, subtraction, multiplication, and division.
  • Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and to enter and retrieve project data utilizing the City’s permit and inspections software.
  • Managerial: Semi-Complex - Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.
  • Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
  • Technical Skills: Comprehensive Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
  • Interpersonal/Human Relations Skills: Moderate - Interactions may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

12 Month Objectives

1 Month Objectives

  • Schedule enough time with your supervisor to review and understand these performance objectives and the City’s Performance Appraisal Program areas and rating elements.
  • Establish a recurring one-on-one meeting with your supervisor to discuss performance, projects, and professional goals.
  • Gain basic knowledge of Goodyear core inspection processes, Goodyear’s Engineering Design Standards and Policies Manual, and MAG Specifications and Details.
  • Learn how to utilize Accela to log inspection activities.

3 Month Objectives

  • Regularly attend division huddles, divisional training, and department meetings as requested to become familiar with the City and Department's goals and priorities.
  • Establish working professional relationships with all managers and supervisors within the Development Services Department and other departments as necessary to coordinate activities.
  • Become familiar with the tools to assist in gaining the knowledge needed to be successful in the development process. (Subdivision Regulations, development agreements, site plans, final plats, record drawings, Quarter Section Maps, GIS, Accela, project closeout requirements) including various software systems.

12 Month Objectives

  • Establish yourself as a lead over development permits issued for Capital Improvement and private development projects in the area you are assigned. Work to establish, foster, and support open communication with staff in all divisions within the Development Continuum, Public Works, Parks, Water Services, and the City Manager’s Office as necessary to coordinate construction activities and communications.
  • Become a model of behaviors that align with the Department Strategic Plan & goals, Continuous Improvement, City Core Values, People Master Plan, and the City’s Strategic Plan.
  • In collaboration with the Development Services Management Team, schedule a minimum 20 hours of direct shadow time with planning, civil plan review and permitting divisions to become more familiar with their duties and process.
  • Be efficient in the closeout process for permitted projects, to hand off to your supervisor for completing a warranty acceptance and initiating the project warranty period.
