Job Description Summary
The position is responsible for daily operations of equipment and related infrastructure at the water treatment facilities. Maintains, adjusts and properly runs the Water Treatment Facilities for the City of Goodyear. Activities include reverse osmosis, nitrate removal and arsenic removal treatment systems throughout the City’s facilities.
The ideal candidate for this position shall be a highly energetic and self-motivated individual with the necessary technical and interpersonal skills and experience to effectively operate the water treatment facilities for the City of Goodyear's potable water system. This is a technical position so experience and training in the operation of water treatment facilities such as Arsenic Removal, Nitrate Removal and Reverse Osmosis systems is desired. This position requires the individual to work alone and make technical decisions to maintain operations. The ideal candidate will have experience using a supervisory control and data acquisition (SCADA) system.

Essential Functions
- Oversees operation of an assigned treatment facility to maintain day to day operation necessary to meet all required local, state, and federal regulations pertaining to the production of potable water and comply with prescribed operating and safety standards.
- Prioritizes activities between the different treatment processes and systems, including the operation of valves, gates, pumps, and machinery manually, locally in automatic mode or remote via computerized control strategy.
- Responds to emergency and operational issues to ensure proper remedial action. Oversees daily operations, including the daily recording of readings, information, and status of all process equipment. Records the usage of chemicals and current levels for replenishment.
- Operates, monitors, and maintains all treatment-related equipment.
- Performs daily evaluation of process control results and makes operational changes for efficiency, safety, and quality control.
- Monitors Supervisory Control & Data Acquisition (SCADA) system to ensure treatment sites are operating efficiently.
- Follows safety guidelines, standard operating procedures and technical functions of all treatment operations.
- Checks, troubleshoots, and adjusts flows, levels and cycles of all pertinent equipment.
- Additional duties include testing and minor repairs to equipment and instrumentation calibration to maintain efficiency and compliance. Assists maintenance department with scheduling maintenance and repairs. Perform required preventative work orders via the CMMS system. Report any malfunctions and request repairs via the CMMS system.
Requirements
- Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
- Experience: Minimum one year of related experience
- Certifications and Other Requirements: Valid Driver’s License and the ability to obtain an ADEQ Water Treatment Grade 1 Certification within 12 months of hire.
- Reading: Work requires the ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
- Math: Work requires the ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
- Writing: Work requires the ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
- Managerial: Job has no responsibility for the direction or supervision of others.

12 Month Objectives
Within 3 months
- Become familiar with City, Department and Division Policies, Standard Operating Procedures (SOPs), Treatment Site Locations, related databases and Safety Program.
- Attend daily staff meetings to coordinate work activities and system operations with the Water Treatment division.
- Become familiar with tools and equipment assigned to you and used on a frequent basis. This includes treatment testing analyzers and benchtop units.
- Complete all Department safety related training, including computer-based training (CBT) and field training.
- Attend a weekly safety tailgate meeting, monthly work site safety inspection and field training session. Successful completion will be demonstrated by maintaining compliance with the Department's Safety Program guidelines.
- Review and maintain the Water Treatment Sampling database for an ongoing representation of current facility health and compliance.
Within 6 months
- Become familiar with the City’s Reverse Osmosis treatment, Arsenic removal and Nitrate removal systems to include start up and shutdown procedures, with the ability to identify normal and abnormal operational parameters at the plants.
- Perform water quality field testing for chlorine residual, pH, conductivity, turbidity, nitrate, arsenic and any other required constituents throughout the treatment facilities.
- Develop the skills and treatment system knowledge to be able to begin rotation for On Call/Stand-by duties.
Within 12 months
- Review and make suggestions to update the Engineering Standards and Approved Materials List for construction and repairs of the water treatment facilities.
- Review and update the inventory control program to establish equipment and materials availability to maintain a high level of response to equipment repairs. This can be attained by working with the Maintenance division and utilizing the Lucity Asset management system.
- Attend a minimum of one (1) seminar or training class in a water treatment related field.
- Review the operations of the 4 water treatment facilities and make suggestions to the Senior Water Treatment Operator and Supervisor to improve operation and reliability.
