POSITION SUMMARY

Under the direction of the Community Development Director, the Building Inspector enforces City-adopted construction codes and ordinances to protect public health, safety, and welfare. This position performs inspections, plan reviews, and permit administration for residential and commercial development.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

  • Enforces City-adopted building, residential, plumbing, mechanical, electrical, and related codes.
  • Conducts inspections of new construction, additions, alterations, repairs, and demolitions.
  • Inspects foundations, framing, electrical, plumbing, mechanical systems, insulation, and final construction.
  • Issues approvals, correction notices, stop-work orders, and certificates of occupancy or compliance in accordance with City ordinances.
  • Investigates complaints regarding unsafe or substandard structures.
  • Reviews building permit applications, construction plans, and specifications for compliance with adopted codes, zoning requirements, and City ordinances.
  • Issues building permits and maintains permit tracking records.
  • Provides technical assistance and construction code interpretation to contractors, property owners, and design professionals.
  • Maintains accurate inspection records, permit files, notices of violation, and related documentation in accordance with Kansas record retention requirements.
  • Prepares written reports, correspondence, and documentation for enforcement actions or appeals.
  • Responds to inquiries from contractors, developers, and elected officials in a courteous manner and providing information within the scope of knowledge and authority.
  • Coordinates inspections with zoning, code enforcement, fire, utilities, and public works staff.

MINIMUM REQUIRED QUALIFICATIONS

  • High school diploma or equivalent required; technical training or coursework in construction or inspection preferred.
  • Three (3) years of experience in building construction, inspection, or a related field; municipal inspection experience preferred.
  • Combination of education and experience may be considered.

CERTIFICATIONS AND LICENSES

  • ICC certification as a Building Inspector (Residential and/or Commercial) required.
  • Additional ICC certifications (Electrical, Plumbing, Mechanical, Property Maintenance) required.
  • Valid Kansas driver’s license required.

REQUIRED JOB COMPETENCIES

  • Knowledge of building construction methods, materials, and safety practices.
  • Knowledge of ICC codes as adopted by Kansas municipalities.
  • Understanding of Kansas municipal authority, ordinances, and enforcement procedures.
  • Ability to read and interpret construction plans, blueprints, and specifications.
  • Ability to exercise sound judgment and maintain consistency in enforcement.
  • Ability to maintain confidentiality and accurate records.
  • Ability to understand and follow policies and procedures.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to establish and maintain effective relationships with employees, applicants, government officials, co-workers, and the general public.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  • Ability to communicate clearly and concisely in both written and verbal form.
  • Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Organizational and time management skills needed to meet deadlines.

  • This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing for extended periods of time, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling, climbing, entering confined spaces and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has exposure to indoor and outdoor environmental conditions including inclement weather, fumes or airborne particles and chemicals, and work near mechanical parts in construction areas.
  • Work is generally in a moderately noisy setting outdoors.

Pay: $36.00 - $41.00 per hour
