HUMAN RESOURCES DIRECTOR
DISTINGUISHING FEATURES OF THE CLASS: The Human Resources Director oversees and directs the development and implementation of organization-wide policies and programs encompassing all aspects of human resource management, including labor relations, employee benefits, compensation, employee training, organizational development, safety, drug testing, ADA, EEO and all Federal and State labor-employment law compliance, and employee assistance. Supervision is exercised over assigned and departmental staff. The incumbent performs related tasks as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Directs the development and implementation of all human resources policies and procedures;
Provides advice and recommendation to the governing board with respect to adoption of human resources policies and programs, compliance with employment law mandates, disposition of matters relating to the role of the appointing authority (such as employee discipline);
Develops, maintains and administers program for determination of non-union employee compensation;
Represents the governing board in union contract negotiations;
Oversees administration and interpretation of negotiated contracts;
Develops, maintains and enhances productive working relationships with union leaders;
Oversees administration of employee compensation and benefit programs, retiree’s employee services;
Directs development and implementation of employee orientation and training programs;
Oversees the development, maintenance and dissemination of the employee handbook;
Oversees development and implementation of a safety program;
Directs the coordination and development of programs to enhance employee morale, productivity, health, and well-being;
Provides guidance to department heads and supervisors in the handling of daily workplace performance issues, including initial departmental response to union grievances, advises and assists in matters of employee corrective action and formal disciplinary proceedings.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES:
Thorough knowledge of the principles and techniques of public sector personnel administration;
Extensive knowledge of Federal and New York State labor and employment laws and regulations, as well as labor relations and negotiation practices;
Ability to establish and maintain effective working relationships with others;
Strong analytical and communication skills;
Ability to plan, direct and supervise the work of others;
Tact, good judgment;
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in human resource management, public administration, business or comparable field, with five (5) years of responsible administration management experience; or
- Bachelor’s degree in any field and six (6) years of responsible administration management experience; or
- Associate’s degree in any field and ten (10) years of responsible management experience.

Pay: $65,000.00 - $75,000.00 per year
