The Role:
The Water Resources Analyst works closely with the Water Resources Program Manager to shape and safeguard Glendale’s water portfolio, delivering forward-looking policy guidance and strategic planning to ensure a reliable, sustainable supply. This role upholds compliance with all water-related contracts, permits, and regulatory requirements, and serves as a subject-matter expert for the City’s water resource agreements, rules, and regulations, advising senior leadership on emerging policy issues and long-term resource management.

This position will be open until filled; applicants will be reviewed as they are received.

Salary:
This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 413 with an annual salary between $88,800.00 - $133,200.00.

Holiday, Vacation, and Sick Leave:

Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year. 
  • Vacation leave accrues at:
    •  5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day. 

Retirement:

This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 12.00%

  1. Maintains the City’s water resources planning and compliance databases.
  2. Prepares and submits all required water reports, including the ADWR Annual Water Withdrawal & Use Report, Underground Storage Facility Annual Reports, and SRP Water Contract Accounting Monthly Report.
  3. Provides technical guidance on groundwater, surface water, and reclaimed water use.
  4. Serves as the City’s liaison to local and regional water agencies, regulatory.
  5. Interprets and applies all relevant federal, state, and local water laws, codes, and regulations.
  6. Advises the Water Resources Manager and City leadership on water policy, regulatory changes, and the City’s interests.
  7. Coordinates with water operations staff on permit and contract requirements.
  8. Conducts research and analysis for short and long-range planning, drought management, and supply/demand projections.
  9. Ensures compliance with the Phoenix Active Management Area Plan and the Groundwater Management Act.
  10. Administers water rights programs (e.g., extinguishment credits) to maximize benefits for Glendale.
  11. Leads ad hoc projects to improve data quality, business processes, and policy development.
  12. Performs other related duties as assigned.
Minimum Qualifications:
Bachelor's degree in environmental science, urban planning, geology, hydrology, public policy, sustainability, natural resources management, engineering or a related degree and three years of progressively responsible decision-making roles related to water resources planning, government policy, conservation, research, or analysis work. 

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • Methods, procedures, objectives, trends, and standard practices for water resource management in the western United States
  • Assured Water Supply Rules and other regulations that are stipulated by federal and state laws. 
  • Federal, state, city, and other codes applicable to water resource management
  • The standard methods, principles, and practices of Water Services operations
  • Contracts and agreements with federal and state agencies and water providers (such as Salt River Project and Central Arizona Project)

Ability to:
  • Research, analyze and interpret data to make sound and reasonable recommendations in accordance with laws, ordinances, regulations, and established procedures
  • Analyze and define the impact of standards and regulations on the City
  • Operate a motor vehicle and abide by traffic laws and rules
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
  • Operate standard office equipment including a personal computer and related software or programs
  • Demonstrate prioritization and organizational skills to coordinate and successfully complete multiple projects simultaneously 
  • Prepare and present oral and written reports
  • Present a positive public image and maintain effective working relationships with other City employees, regulatory agencies and the public
