The City of Glendale's Economic Development Department provides business owners assistance to get their business up and running in our amazing city. This talented team of professionals will help define market niches within the community, assist in selecting a suitable business site, and even introduce business owners to the appropriate real estate professionals and property owners. The Economic Development Department offers numerous resources such as the Small Business Guide,  the Locals Guide, and information on Targeted Industries.

The Role:
Provides highly complex, professional level assistance to the Economic Development department in a wide variety of operational and analytical duties including special projects, research studies, budget analysis, procurement and other specialized functions; coordinates and performs a variety of contract administration duties. Provides financial and statistical analysis and assists in the coordination, preparation, and analysis of the operating and capital improvement budgets for all department divisions. Works with the Director to perform a high volume of executive level special projects. 

Salary :
  • This position is a grade 408, and is FLSA Exempt 
  • The salary for this role is $69,576.00 - $104,364.00 annually.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours/17.25* days per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day. 

Retirement:
This position participates in the Arizona State Retirement System (ASRS).

Contribution is mandatory, and the current contribution rate is 12%.

  1. Manages complex special projects at the direction of the Economic Development Director.
  2. Assists with planning, coordinating and monitoring special programs or projects initiated by city leaders.
  3. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  4. Researches and compiles demographic and economic data in response to internal and external client inquiries.
  5. Provides high-level administrative support to all Department divisions.
  6. Represents Economic Development at public engagements as directed by the Economic Development Director.
  7. Serves as liaison and/or assists with Department-specific boards and commissions 
  8. Participates in the development and administration of department, division and/or operating budget; analyzes proposed capital, operating, and maintenance expenditures; prepares reports and analysis related to impact of budgetary decisions; prepares financial forecasts; tracks and monitors budget expenditures.
  9. Tracks office and program expenditures by recording expenses, alerting management to budget overruns and unusual expenses. Maintains a variety of financial records such as petty cash, purchase orders, and check requisitions.
  10. Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.
  11. Interprets data, identifies alternatives, and presents conclusions, forecasts, and recommendations based on data summaries and other findings.
  12. Coordinates, implements, and monitors special projects within assigned area of responsibility; performs complex research and analysis of new programs, services, policies, and procedures; prepares and presents reports.
  13. Assists in the coordination of interdepartmental and departmental activities with other City departments and divisions and with outside agencies.
  14. May supervise, provide direction to or oversee the work of less experienced staff.
  15. Monitors and ensures timely compliance with regulatory matters and reporting requirements.
  16. Represents the department by attending meetings and committees; presents information to staff, departments, and management.
  17. Participates in the long-range planning, development of marketing strategies, and recommendation of goals for all Department divisions.
  18. Performs other related duties as assigned.
Bachelor's degree in public or business administration and two years of progressively responsible experience providing highly complex administrative support and management assistance to executive level staff in a business administration, economic development or public administration environment.  

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • Department policies and procedures
  • Research and analysis methods and elements of report presentation
  • Principles, methods, and practices of municipal budgeting and finance
  • Customer service procedures and techniques
  • Methods and techniques of statistical and financial analysis

Ability to:
  • Collect, evaluate and interpret complex information and data.
  • Maintain confidentiality of information processed or prepared
  • Analyze and interpret statistical data and present findings in a clear and concise manner
  • Analyze issues and independently formulate recommendations
  • Track, monitor, reconcile and analyze budgets
  • Compute mathematical figures; make complex arithmetic computations and prepare statistical summaries
  • Prepare clear and concise administrative and financial reports
  • Communicate effectively both orally and in writing
  • Establish and maintain effective working relationships
  • Operate a computer and related software and demonstrate proficiency to prepare documents, spreadsheets, databases, reports, manuals, presentations, email and timesheets
