Description
The Human Services Peer Navigator plays a vital role in the City of Glendale’s efforts to address homelessness by connecting individuals experiencing homelessness to supportive services and resources. Serving as a trusted point of contact, the Peer Navigator conducts outreach, builds rapport with clients, and assists them in navigating the complex network of social services. By drawing on experience, the Peer Navigator helps reduce barriers and provides meaningful support to individuals working toward stability. This position is also responsible for documenting interactions in accordance with program requirements and grant guidelines while collaborating with City departments and community service providers.
The ideal candidate for the role will have a High school diploma or equivalent. Preference will be given to applicants with demonstrated experience working with housing, substance abuse, or mental health populations.

- This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and the current contribution rate is 12.27%.
Essential Functions
- Conduct outreach in the community
- Meet with clients to understand their needs and refer them to the right services
- Assess clients for potential eligibility for assistance programs
- Act as a bridge between clients and city/community services
- Keep client records up to date in a computer system or manually
- Encourage clients to use available resources to improve their lives
- Stay informed about local services to better assist clients
- Connect and build networks within the homeless service community
- Maintain professional and reliable attendance
- Provide compassionate, high-quality support to those in need
- Serve as a resource for multiple departments city-wide
Minimum Qualifications/Special Requirements/Success Factors
- High school diploma or equivalent
Knowledge of:
- Community-based social services, housing programs, and behavioral health resources
- Eligibility requirements for assistance programs
- The challenges and systemic barriers experienced by individuals experiencing homelessness
- Communicate effectively and respectfully with people from diverse backgrounds
- Maintain confidentiality and adhere to privacy regulations (e.g., HIPAA)
- Follow directions, manage time effectively
- Perform basic math and maintain accurate records
- Work independently and as part of a team
- Demonstrate empathy, patience, and cultural sensitivity in all interactions
- Build and maintain positive working relationships with clients and community partners
- Must be available to work: Monday–Friday, 8:00 AM to 5:00 PM
Bilingual abilities are preferred- Conduct regular fieldwork and outreach outside the office which will include operation of a city vehicle.
- Certified Peer Support Specialist
Valid Arizona Driver’s License
This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
