Performs advanced, professional work ensuring financial compliance with federal and state grant regulations and guidelines, including the US Department of Housing and Urban Development’s (HUD) Public Housing and Housing Choice Voucher programs, Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Community Action Program (CAP), as well as other related federal and state programs. Responsibilities include budgetary and financial oversight for all associated grants and programs, monitoring subrecipient financial performance, and ensuring adherence to all applicable federal, state, and local regulations. Plans, organizes, trains, oversees, and supervises the day-to-day activities and staff of one or more functional areas within the Human Services Grants Division.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

- Supervises, coordinates, directs, and evaluates accounting staff across all grant-funded programs; including Housing Choice Vouchers, Public Housing, CDBG, HOME, ESG and CAP programs and state-funded programs such as Opioid Settlement funding; provides training on and develops and implements program procedures, financial processes, and compliance standards; establishes work unit objectives, priorities, and schedules while monitoring performance.
- Prepares, monitors, and reconciles budgets for all federally funded housing and grant programs and match requirements; reviews and approves year-end audit work and serves as a liaison to external auditors.
- Analyzes, prepares, and recommends projections and allocation changes across all housing and grant programs; ensures accurate financial planning, revenue, and expenditure tracking.
- Prepares and inputs data into various HUD federal systems(PIC,VMS, IDIS, REAC, DRGR, etc.) and city required systems (i.e. MUNIS, CAP60, Lindsay, Yardi, Neighborly, etc.).
- Reviews and approves quarterly cash transaction reports and other required financial submissions to funders and city leadership.
- Monitors Housing Assistance Payments (HAP), rent abatements, and financial compliance for the Housing Choice Voucher Program, ensuring accurate payments to landlords and participants in accordance with program rules.
- Oversees the monitoring of subrecipients and contractors for financial compliance, including budgeting, financial reporting, internal controls and expenditure tracking for grant-funded activities; provides technical assistance and evaluates subrecipient financial data.
- Manages development of financial components for the 5-Year Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), HUD PHA Administrative Plan and others as required, including financial strategies, projections, and public reporting related to community development needs.
- Drafts City Council communications and reports related to housing and grant program funding, allocations, and performance, ensuring timeliness and accuracy.
- Participates in internal and external audits, ensuring financial compliance with HUD requirements, grant program standards and city policies; compiles documentation and supports audit processes.
- Creates and maintains financial internal controls, databases, and reporting tools to ensure accurate and transparent financial tracking for housing and grant programs; develops procedure manuals and internal control mechanisms.
- Supports compliance with Davis-Bacon (labor standards) requirements, NEPA environmental reviews, Section 3 of the Housing and Community Development Act and other regulations associated with federal funding requirements.
- Provides financial training and technical assistance to staff, subrecipients, landlords, tenants and other stakeholders regarding program financial rules, documentation requirements, and reporting expectations.
- Monitors federal grant sources and changes in financial regulations, ensuring the Division’s financial practices remain compliant and responsive to HUD guidance.
- Represents the Division at meetings, on committees, and in public forums regarding financial matters for housing and grant programs.
- Monitors and ensures that the HUD Financial Management Division letters are reconciled to HUD disbursements, cash reconciliations and PHA/HUD Held Reserves for all programs.
- Performs other related duties as assigned.

- Governmental auditing and financial monitoring techniques under the Governmental Accounting Standards Board (GASB)
- Generally Accepted Accounting Principles (GAAP)
- Uniform Grant Guidance under 2 CFR 200
- Principles of public administration, budgeting and supervision
- Prepare and monitor complex budgets and projections across multiple housing and grant programs
- Conduct research, analyze financial data, and prepare clear, concise reports and recommendations
- Work independently on major financial projects and audits
- Establish and maintain effective working relationships with city staff, HUD officials, subrecipients, and other stakeholders
- Effectively supervise, train and develop employees in financial compliance and oversight
- Communicate effectively both verbally and in writing regarding financial data and compliance
