Description

The Role:

The Building Safety Administrator plans, organizes and manages the activities and staff of the Building Inspection, Cross Connection Control, Plans Review or Development Services Center Divisions.

This Position Is

The ideal candidate will have a Bachelor's Degree in architecture, engineering, building construction or related field and four years experience in plan review, construction contracting, building inspection, architecture or engineering including one year of supervisory experience.Salary:

  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • This position is a Grade 412 with an annual salary between $84,571 - $126,857.

Holiday, Vacation, and Sick Leave:

City Of Glendale Regular Status Positions Offer

  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours per pay period after 5 years
    • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
  • Days per year estimates are based on an 8-hour work day Retirement:This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 12.00%
Essential Functions

NOTE: Specific functions, required knowledge, skills & abilities may vary depending on area of assignment.

  • Plans, organizes, and supervises the activities and staff in one or more functional areas within the Building Safety division.
  • Develops, implements, and monitors work plans to achieve goals and objectives of the Building Safety division and City government.
  • Participates in developing recommendations related to budget issues, internal controls, personnel issues and compliance with City, State and Federal ordinances, codes, laws and guidelines applicable to area of assignment.
  • Interprets technical codes, laws and City ordinances and provides information to the public or city staff in order to communicate departmental policies and procedures.
  • Responds to and resolves complaints and more difficult customer inquiries in order to ensure resolution; conducts research, provides solutions to problems and corrects errors; ensures staff compliance with customer service goals; directs staff in departmental philosophies on providing quality customer service in a regulatory atmosphere.
  • Develops and evaluates plan review, development and inspection policies, procedures, and service objectives.
  • Reviews, plans and manages the building inspection process for those projects that are controversial, have major policy decisions involved or have complex or unusual construction issues.
  • Conducts research and analysis of new materials, systems and methods of construction to ensure compliance with building construction codes, and drinking water regulations; interprets and enforces the building, electrical, plumbing, mechanical and fire construction codes, American's with Disabilities Act and the State/Federal Water Acts.
  • Negotiates mutually acceptable solutions with architects, engineers, contractors and developers to solve problems on the interpretation and application of construction codes, deadlines, and services.
  • Researches, interprets and recommends changes to building codes and City ordinances; prepares written and oral reports and presentations on proposed ordinances and construction code amendments.
  • Advises the development community and the general public of construction code changes and interpretations, new materials, methods of construction, to discuss and resolve building code issues.
  • Directs staff in the provisions of development customer assistance, through all phases of a project and provides technical direction to staff in construction codes, development procedures and inspection methods.
  • Continuously looks to improve operations through employee development and training, workflow, analysis, and enhanced technology; provides recommendations for management control and financial management procedure.
  • Develops requests for proposals for consulting services, including contract negotiation and selection and management of outside consultants.
  • Acts as Building Official in their absence.
  • Operates city vehicles.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's Degree in architecture, engineering, building construction or related field and four years experience in plan review, construction contracting, building inspection, architecture or engineering including one year of supervisory experience.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

  • Modern methods and techniques as applied to the design and construction of buildings
  • Principles, procedures, materials, and standard practices of building construction, including stages when inspections to detect violations and defects are most easily observed and corrected
  • Current building, electrical, mechanical and plumbing construction methods, materials and systems and code application to construction
  • Structural engineering and architectural design and how they relate to building construction and code compliance; and as applied to the design of buildings in use of standard, traditional, and non-traditional building materials
  • City and other applicable building and construction codes, including but not limited to, structural, plumbing, heating, mechanical, fire safety, health, and other applicable codes
  • Development engineering and landscaping relative to the development plans review process
  • Federal, state and local building, zoning and construction codes, laws, regulations and ordinances and their application, interpretation and standards related to the assigned area
  • Customer problem/complaint resolution principles and practices
  • Research techniques, methods and procedures
  • Personal computers and related software applicable to development, inspection and plan review processes

  • Communicate effectively verbally and in writing

  • Establish and maintain effective working relationships with coworkers, supervisor, the general public, etc. to sufficiently exchange or convey information and to receive work direction

Special Requirements

  • Valid Arizona driver's license.
  • .ICC certification, or other certifying agency equivalent to ICC, in area of expertise.
  • Plans Examiner, Combination Inspector, or Specialist Certification in structural, electrical or plumbing/mechanical inspection within one year of hire date.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
