JOB TITLE: PUBLIC HEALTH DIRECTOR
Position Overview
The City of Gary Public Health Department Director serves as the chief of operations for the department, leading programs and initiatives that protect and improve community health. This position provides strategic, operational, and fiscal oversight while ensuring compliance with local, state, and federal public health regulations.
Essential Functions
The Public Health Director is responsible for the day-to-day operations of the Gary Health Department and the direct supervision of the following:
- Health Department
- Vital Records
- Environmental Health
- Immunizations/Health Cards/TB
- Lead Program
- COVID
- Health Clinic
- Emergency Preparedness
- School Liaisons
Key Responsibilities
- Provide executive leadership for all public health programs, including communicable disease control, environmental health, maternal and child health, chronic disease prevention, and emergency preparedness.
- Coordinates with the health commissioner in public health emergency efforts.
- Develop and manage department budgets, grants, and funding streams.
- Ensure compliance with regulations from agencies such as the Indiana Department of Health, Centers for Disease Control and Prevention, and the U.S. Department of Health and Human Services.
- Advise elected officials and the Board of Health on policy and community health priorities in partnership with the health commissioner.
- Supervise senior leadership staff and promote a culture of accountability, equity, and performance excellence.
- Build partnerships with healthcare systems, schools, community organizations, and regional stakeholders.
- Provides assistance with interviewing, hiring, and, when necessary, disciplining and discharging subordinate personnel; assists in developing function-specific orientation and in-service training programs for personnel in various services; assists in establishing standards for effective job performance and the evaluation of subordinates according to such standards.
- Responsible for the development of an effective department organizational structure, including a) efficient delivery of client care services; b) delineation of duties and responsibilities; and c) suitable staffing levels. Provides timely information to employees through routine meetings and individual discussions on matters of interest necessary to the efficient performance of their jobs.

Minimum Qualifications
- 3-5 years of progressive leadership experience in public health or healthcare administration in a medical office or facility.
- Demonstrated experience managing budgets and multidisciplinary teams.
- Knowledge of public health laws, regulations, and accreditation standards.
Qualifications (preferred)
- Bachelor’s degree in the field of science or public health
- Master’s degree in public health (MPH), Health Administration, Public Administration, Nursing, Medicine, Epidemiology, or related field, preferred.
- 3-5 years’ experience working in local or county government public health administration.
- Strong grant writing and external funding experience.
