DIRECTOR OF PARKS AND RECREATION

Department: Parks, Recreation, and Cemetery

Reports To: City Manager

Position Summary

Under the administrative supervision of the City Manager, the Director of Parks and Recreation performs responsible administrative and supervisory duties relating to the City’s parks and recreation. The employee in this position prepares and maintains the departmental budget and supervises subordinate personnel, including full-time, part-time and seasonal employees.

This employee is responsible for supervising the planning, organizing, maintenance and evaluation of recreational programs and facilities managed by the City of Garnett for its citizens. This includes all City parks, the North and South Lake, Cedar Valley Reservoir, Garnett Sports Complex, the airport, city right-of-ways and city cemetery.

The employee in this position also oversees the operations of the city cemetery and maintains recordkeeping of plot purchases and burials.

Examples of Work

· Supervises full-time, part-time and seasonal staff within the department;

· Oversee the planning, organization and supervision of all city recreation activity programs;

· Prepares studies for the development of new activities according to citizen requests and needs;

· Prepares and manages departmental budget;

· Oversee the use of all parks and recreational facilities and equipment;

· Acts as the departmental liaison to all external Associations;

· Acts as the liaison to the Parks and Recreation Advisory Board and issues notices for meetings, prepares materials for meetings, and implements policies established by the Board.

· Maintains the proper chemical balance in the municipal swimming pool and schedules equipment maintenance;

· Schedules and supervises grass mowing at City parks, lake and reservoir facilities, City rights-of-way, City cemetery, and other locations as assigned;

· Works with the Kansas Department of Wildlife, Parks, and Tourism on various programs, including stocking our city lakes and reservoir with fish;

· Schedules spraying for weed control;

· Sells cemetery plots, and performs record-keeping duties concerning burial records and cemetery maps;

· Schedules and supervises grass mowing at cemetery;

· Supervises and keeps records for placement of flags on display at cemetery during Memorial Day holiday;

· Supports other departments on projects, and other related duties as deemed necessary.

Experience

More than three years of recreational and/or physical education experience is required. General knowledge of cemetery operations. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position.

Education

High school diploma or GED required. College degree in recreation leisure services or related field preferred, or equivalent experience and training.

Skills

Thorough knowledge of the recreational activities, principles, practices and types of equipment used. Planning and coordinating experience, good oral and written communication skills. Thorough knowledge of field and equipment maintenance, the use of swimming pool and lawn chemicals, and ability to operate swimming pool equipment.

Problem Solving

Frequent problem solving exists in this position relating to handling citizen concerns and complaints.

Decision-Making

Frequent decision making exists in this position. Decisions concerning development of new recreational programs, coordinating schedules of activities and facilities.

Accountability

Employee is responsible for budgetary control of department throughout the year and participates in the annual departmental budgetary process.

Supervision

Limited supervision is required and job-related decisions are reviewed by the Director of Community Development. Employee has supervisory responsibility for full-time, part-time and seasonal staff.

Personal Relations

Continual contact with other city employees and the general public.

Working Conditions

Occasional manual labor may be required. Adverse weather conditions and working with swimming pool and lawn chemicals are factors in this position.

Salary and Hours

The pay scale for this position is $50,000 - $67,000 (E6) annually with excellent benefits, pay is based off qualifications. 40 hours per week, flexible schedule, varies as needed.
