Job Description:
Incumbent works under the direction and general guidance of the Planning & Development Director performing a variety of technical duties in support of the City’s local code enforcement program; monitors and enforces a variety of applicable ordinances codes and regulations related to zoning land use public nuisance building codes blight graffiti and other matters of public concern; and serves as a resource and provides information on City codes ordinances and other regulations to property owners residents businesses the general public and other City departments and divisions.Job Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Patrol assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
- Receive and respond to citizen complaints and reports from other agencies and departments of alleged violations of codes and ordinances relating to public nuisance; hazardous conditions; property maintenance; abandoned buildings or structures; abandoned vehicles; illegal businesses; illegal signage; zoning; illegal dumping; polluting; or other related matters.
- Conducts field investigations of potential violations; inspect properties for violations; gathers evidence.
- Locate vacant residences and businesses; secure buildings with proper materials as necessary; post the property as necessary; check vacant buildings regularly for transient activity; graffiti; and other forms of vandalism.
- Interviews complainants; witnesses and suspects; compares facts to code requirements. Makes findings of violation; takes abatement action; and issues and posts warning notices; correction notices; orders to comply; and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters; photographs; inspections; calls; meetings; discussions; and negotiations to ensure compliance with appropriate codes and ordinances. Responsible for adhering to Code Enforcement Policies & Procedures.
- Meets with owners; tenants; contractors; developers; businesses; etc; to review and explain code requirements and violations and/or abatement of code violation; attempts to resolve violations.
- Prepares detailed written reports of enforcement activities and investigations made.
- Maintain accurate documentation and case files on all investigations; inspections; enforcement actions; and other job related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
- Coordinates efforts with the police; planning and related departments; the prosecuting attorney and other staff agencies; as needed.
- Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecuting.
- Consults with prosecutors; prepares case reports for court actions and testifies in court as necessary. Assists in obtaining; enhancing; preparing or presenting exhibits or other evidence in court; as required.
- Prepares recommendations for amendments and additions to codes or regulations; which relate to the position; participate in the development of forms and processes utilized to address various enforcement issues.
- Attend meetings and serve as a resource to other City departments; divisions; the general public; and outside agencies in the enforcement of zoning regulations; provide research and documentation for meetings; interpret and explain municipal codes and ordinances to members of the general public; contractors; business owners; and other interested groups in the field; over the counter; and on the telephone.
- Trains new code enforcement staff.
- Enforces parking regulations for parking violations; issues citations for parking violations; testifies in court for citations issued for parking violations and littering/illegal dumping.
- Independently issues citations to court and/or works with the City Attorney to draft criminal complaints.
- Issue orange tags to tow illegally parked vehicles by working with the owners; Metro Dispatch; and towing companies.
- Works with the City Clerk’s Office on the citing of businesses operating without a business license and/or vendor’s permit.
- Manage the SeeClickFix (Gallup Connect) website by investigating complaints and providing updates through the online system.
- Performs annual hotel inspections in conjunction with the Building Inspector and Fire Marshal. Performs other duties as assigned.
Additional Information:
STARTING HOURLY PAY: $ 20.25 p/hMINIMUM REQUIRED QUALIFICATIONS:
- High school diploma or equivalent (GED)
- Two (2) years of work experience involving a high level of public contact including some experience dealing with the public in an enforcement inspection investigation or customer service capacity.
- Valid driver’s license. Must meet City’s insurability requirements.

PREFERRED QUALIFICATIONS:
- Experience that includes the enforcement of municipal codes land use administration or law enforcement is highly desirable.
- Specialized training and/or college level coursework in criminal justice public administration business administration or other related field.
