Performs professional engineering work for a Texas home-rule municipality, exercising authority granted by the City Charter, ordinances, and applicable provisions of the Texas Local Government Code. The position is responsible for planning, design review, construction oversight, and administration of public infrastructure provides professional engineering recommendations to City staff, appointed boards, commissions, and the City Council. Duties and responsibilities include, but are not limited to, the following:
Essential Functions:
  • Administers and applies the City’s engineering standards, design criteria and technical specifications adopted under the City’s home-rule authority and the Texas Local Government Code.
  • Reviews and approves engineering plans, construction drawings, drainage studies, traffic analyses, and utility plans for public and private development projects. 
  • Coordinates engineering review for plats, site plans, and development applications in conjunction with planning, public works, utilities, fire, and building inspections.
  • Manages and oversees City capital improvement projects, including streets, drainage, water, wastewater, and other public infrastructure.
  • Provides construction oversight, inspection coordination, and project administration to ensure compliance with approved plans, specifications, and contracts.
  • Prepares and reviews engineering reports, cost estimates, bid documents, and construction contracts.
  • Serves as technical advisor to the City Manager, Planning and Zoning Commission, and City Council on engineering and infrastructure matters.
  • Coordinates with consultants, contractors, utility providers, regional agencies, and state agencies, including the Texas Department of Transportation (TxDOT) and the Texas Commission on Environmental Quality (TCEQ), as applicable.
  • Reviews and approves public improvement agreements, development agreements, and right-of-way permits in coordination with legal counsel and City staff.
  • Responds to citizen inquiries and provides technical guidance regarding public infrastructure and engineering standards.
  • Assists with grant applications, long-range infrastructure planning, and special projects as assigned.
Additional Duties:
  • Perform related duties as assigned.
Knowledge of:
  • Municipal engineering principles and practices applicable to Texas home-rule cities.
  • Pertinent Federal, State, and local laws, codes and regulations affecting municipal infrastructure, including TCEQ, TxDOT, and environmental requirements. 
  • Municipal planning principles and best practices applicable to Texas cities.
  • Letter writing and basic report preparation.
  • Ordinance and resolution preparation.
Skills:
  • Strong analytical, research, and problem-solving skills.
  • Strong written and verbal communication skills, including public presentation skills.
  • Proficiency with Microsoft Office applications and engineering and project management software; familiarity with GIS is preferred. 
Ability to:
  • Interpret and apply engineering plans, specifications, plats, and construction documents. 
  • Exercise professional engineering judgment within the broader discretionary authority afforded to home-rule municipalities.
  • Establish and maintain an effective working relationship with the City Manager, department heads, elected and appointed officials, developers, consultants, and the general public (strong interpersonal skills).
  • Communicate technical information clearly to staff, officials, contractors, and the public.
  • Communicate professionally and effectively in both written and oral forms and prepare clear, concise staff reports and recommendations for boards, commissions and elected officials.
  • Maintain good public relations while resolving disputes with developers, contractors, permittees, and the general public regarding compliance requirements of City codes and ordinances. 
  • Manage multiple projects and meet deadlines.
  • Attend evening meetings and public hearings as needed.
Experience, Education and Training Guidelines:
Any combination of experience, education and training that would likely provide the required knowledge and abilities is qualifying.   A typical way to obtain the knowledge, skills and abilities would be:
Experience:
Five (5) or more years of progressively responsible professional planning experience in a municipal or governmental setting is preferred. Experience working with or for a Texas home-rule city preferred.
Education/Training:
Bachelor’s Degree in Civil Engineering or a related engineering field is required. 
License(s)/Certification(s):
  • Possession of a valid driver's license required
  • Must hold a current Professional Engineer (P.E.) license in the State of Texas.

  • Occasionally required to climb or balance.
  • Occasionally must lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
