GIS ANALYST

Pay Range: $33.25 - $46.78

NATURE OF WORK

Under the general supervision of the GIS Coordinator, the GIS Analyst designs, develops, implements, and maintains enterprise GIS data, maps, and applications that support all City departments, with a day-to-day emphasis on Utilities (electric, gas, water, sewer, and streetlights) and Streets. Work includes building and maintaining spatial databases, producing advanced cartographic products, configuring web and mobile GIS, and providing user support and training across the organization.

ESSENTIAL FUNCTIONS:

The following examples of work are illustrative only and are not intended to be all inclusive:

  • Create, update, and maintain authoritative geospatial datasets by digitizing legacy records, integrating external datasets, processing GPS/field data, and syncing related tabular databases.
  • Design, administer, and document spatial databases (schemas, domains, data dictionaries); maintain data interfaces between GIS and other enterprise systems.
  • Build and support GIS web apps, dashboards, and mobile workflows (ArcGIS Online/Portal, Field Maps); develop reusable tools and geoprocessing models for City workflows.
  • Produce publication-quality maps, reports, and data extracts for the City Council/boards, departments, and the public, ensuring cartographic quality and metadata completeness.
  • Interpret and translate plans, plats, as-builts, surveys, floodplain maps, imagery, AutoCAD files, and other records into GIS using sound cartographic and coordinate-system practices.
  • Configure and support desktop GIS for end-users, providing training, mentoring, and help-desk support, while promoting the adoption of GIS technologies across departments.
  • Perform advanced spatial analyses to support planning, asset management, public safety, and Utilities operations; prepare special studies, exhibits, and ad-hoc analyses.
  • Monitor application and database performance, troubleshoot GIS software/hardware, and coordinate upgrades and best-practice changes.
  • Collaborate frequently with the GIS Coordinator and the City’s GIS advisory stakeholders to align work with enterprise priorities and standards.

DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS

  • Strong grasp of geospatial concepts, cartography, coordinate systems/projections, and datum/transformations; ability to apply them to accurate map and data production.
  • Proficiency across Esri’s desktop, server, web, and mobile environments; ability to design, deploy, and support web/mobile GIS solutions.
  • Working knowledge of relational database design/administration and Structured Query Language; ability to maintain data dictionaries and metadata.
  • Skill in communicating with both technical and non-technical audiences; ability to train end users and document workflows clearly.
  • Ability to manage multiple priorities, meet deadlines, and exercise independent judgment with attention to detail.
  • Experience integrating CAD into GIS, GPS/field data collection, and asset registry development preferred.
  • Experience with scripting (e.g., Python/ArcPy), SQL, and automation for ETL/QA/QC preferred.

MINIMUM QUALIFICATIONS

Bachelor’s degree in GIS, geography, computer science, planning, civil engineering, or a closely related field; and three (3) years of professional GIS experience or an equivalent combination providing the necessary knowledge, skills, and abilities.

NECESSARY SPECIAL REQUIREMENTS

Shall possess and maintain a current Nebraska Drivers license.

WORKING CONDITIONS

Work is primarily in an office setting with occasional fieldwork and interdepartmental site visits. Roles typically involve light work, frequently involving sitting or keyboarding, with occasional standing, walking, kneeling, or stooping, and occasionally lifting/handling materials weighing up to 20 lbs (with weights of up to 10 lbs being more frequent). Vision requirements include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

Noise level is usually quiet to moderate; occasional exposure to outdoor conditions or moving parts may occur during site work.

EQUIPMENT OPERATION

Typical tools include ArcGIS Pro, ArcGIS Online/Portal, ArcGIS Field Maps, enterprise geodatabases, GPS/field data collection tools, AutoCAD for data integration, standard office productivity software, and plotters/printers.
