Job Status: Full-Time, Exempt

Pay Range: Starting from $22.45 per hour, based on knowledge, skills, abilities, and prior experience.

Schedule: Typically, 8-hour shifts, Monday to Friday with a flexible schedule that may require attendance at evening City Council meetings and other functions.

General Description of Duties

The Planner II is a professional and technical position responsible for a variety of work assignments in long-range planning, comprehensive planning, and/or current planning. This role reports to either the Deputy Planning Director or Planning Director.

Specific Duties and Responsibilities

The following statements describe the principal functions of this job and its scope of responsibility. This list is not exhaustive, and management reserves the right to assign additional duties as needed.

  • Development Review & Application Processing:
  • Conduct reviews of site plans and process various development applications.
  • Review PDP (Planned Development Project) Applications.
  • Review Major and Minor Development Order submissions.
  • Public & Interdepartmental Relations:
  • Meet with developers, citizens, and other entities to discuss planning matters.
  • Advise the public on land use questions related to the Comprehensive Plan and the Land Development Code.
  • Prepare materials and make presentations to various boards or committees as assigned.
  • Assist boards and committees as required.
  • Research & Special Projects:
  • Conduct special studies, research, and site evaluations in areas of assignment.
  • Handle special projects as assigned by either the Deputy Planning Director or Planning Director.
  • Compliance & Other Duties:
  • Adhere to work schedule and attendance requirements.
  • Perform other work as directed and required.

Minimum Qualifications

  • Education & Experience: A Bachelor’s Degree in Urban & Regional Planning, Social Science, Political Science, Project Management, or another related field, or an equivalent combination of training and experience is required. One of the following experience combinations is also required:
  • Five (5) years of experience in local government, legal, accounting, permit management/reviews, or a combination thereof.
  • Three (3) years of experience in local government, legal, accounting, permit management/reviews, or a combination thereof, AND an Associate's (AA/AS) Degree.
  • Certifications & Licenses:
  • American Institute of Certified Planners (AICP) certification is preferred.
  • A current and valid Notary Public certification is desired, or the ability to acquire one.
  • Must possess a valid Florida Driver's License in good standing.
  • Screening: Must voluntarily submit to and pass a pre-employment background check and drug screening.
  • Relocation: Must be able to relocate to Freeport, FL 32439, before the start of employment.

Knowledge, Skills, and Abilities

  • Technical & Legal Expertise:
  • Knowledge of the principles and practices of comprehensive planning according to federal, state, and local regulatory requirements.
  • General knowledge of City codes and regulations pertaining to planning, zoning, and community development.
  • Ability to read maps with intricate markings, land use surveys, and judge distance.
  • Ability to interpret legal descriptions, maps, aerial photography, remote sensing data, and site plans.
  • Ability to interpret a variety of instructions and complex and detailed technical data.
  • Knowledge of computers, including word processors and spreadsheet applications.
  • Communication & Interpersonal Skills:
  • Ability to effectively present information to top management, public groups, and/or boards.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or the business community.
  • Ability to establish and maintain effective working relationships with associates, subordinates, government officials, representatives of other agencies, and the public.
  • Ability to remain calm in stressful situations and to work cooperatively in a team environment.
  • Organizational & Problem-Solving:
  • Strong organizational skills and attention to detail, with the ability to meet multiple deadlines.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Physical Requirements and Work Environment

The physical demands for this position are a mix of sedentary office work and occasional fieldwork. While performing the duties of this job, the employee will occasionally be required to use hands to finger, handle or feel, reach with hands and arms, and lift up to twenty-five pounds. The employee will regularly be required to stand, walk, and sit, and will frequently be required to talk and hear. Special vision requirements include close vision and the ability to adjust focus. The work environment is typically an office with a moderate noise level, with occasional exposure to outdoor weather conditions.
