Summary Objective
The purpose of this job is to perform skilled work enforcing and monitoring applicable ordinances, codes and standards related to zoning, land use, nuisance housing, building codes, health and life safety, acts of nature and disasters, and other public concerns.
This position works under general supervision, independently developing work methods and sequences.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Performs inspections involving standards, ordinance, code violations, property maintenance, and complaints on minimum rental housing standards, single family dwellings, vacant structures, non-residential buildings, inoperative vehicles, weeds and debris, sanitation, enforcement of nuisance and refuse ordinances.
- Recommends and or prepares case files for legal action against unresponsive or absentee property owners and cases of non-compliance; appears in court to provide expert testimony regarding property maintenance code interpretation and enforcement procedures; conducts research information on violators; prepares and sends violation notices, post properties of unknown or absentee owners and delivers summons to magistrate.
- Ensures systematic scheduling for inspections in specified areas; follows through with complaint investigations; contracts various services for weeds and debris removal, boarding of vacant structures and for the removal of inoperative motor vehicles; inspects and reviews contractor services for compliance in accordance to departmental guidelines.
- Advises property owners, contractors and builders regarding building code standards and resolves problems or concerns. Works closely with homeowners, landlords, tenants, businesses, and community groups to grow strong neighborhoods through public relations, education, and code enforcement activities.
- Keeps abreast of current and future issues and trends; attends training classes, workshops, etc. as appropriate to enhance and maintain knowledge of developments in the field of code enforcement; prepares data for monthly reports related to property maintenance; maintains and pulls files, makes copies and answers telephone inquiries.
- As part of a small department, the inspector may be required to issue various building and trade permits and perform other administrative duties as necessary to provide departmental service delivery.
- Performs related work as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of the inspection practices and procedures of the department.
- Knowledge of federal, state and local laws, regulations and codes governing building, mechanical, electrical and plumbing safety and public safety.
- Knowledge of the departmental procedures used to perform building, mechanical, electrical, and plumbing inspections, etc.
- Skilled in the use of a gauge, meter, circuit tester and other inspection tools.
- Skilled in the writing and review of technical reports.
- Able to exercise independent judgment and initiative in applying standards to a variety of work situations.
- Able to exercise considerable tact and courtesy in frequent contact with the public.
- Able to establish and maintain effective relationships as necessitated by work assignments.
Minimum Education and Experience Requirements:
- Requires High School graduation or GED equivalent and vocational/technical school training in building construction, building trade (electrical, plumbing, mechanical) and design.
- One (1) year of experience effectively dealing with the public in code enforcement, law enforcement, planning, building inspections, fire inspections or investigations; or an equivalent combination of education, training and experience. Local government experience preferred
Special Certifications and Licenses:
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- DHCD Property Maintenance and Housing Inspector Certification (ICC) within 18 months of hire. FEMA certification in IS 100, 200, 700, 800, required within 6 months of hire.
Physical Demands:Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs medium work that involves walking, standing, stooping, jumping, dancing, stretching, or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.
