CLASS DEFINITION:
Perform a variety of skilled and technical tasks in the operation, construction, maintenance, rehabilitation, and reconstruction of water production, wastewater, reclaimed water, water distribution facilities, and appurtenances.
DISTINGUISHING CHARACTERISTICS:
This journey-level classification is distinguished by the skilled and technical tasks in the operation and maintenance of the City's water production, water distribution, wastewater, and reclaimed water facilities performed under general supervision.
SUPERVISION RECEIVED:
The incumbent works under the general supervision of the Water Foreman and Water Supervisor.
- Perform and assist in the operation, construction, maintenance, rehabilitation and reconstruction of water production, waste water, reclaimed water, and water distribution facilities, connections, valves, vaults, fire hydrants, water services, backflow devices, air/vac combination release valves, blow-offs, meters, concrete, asphalt, mainlines and appurtenances.
- Inspect, maintain, and assist in repairing equipment at wells, reservoirs, storm water pump stations, and sewer lift stations, including but not limited to, large electric motors, natural gas engines, pumps, wells, tanks, controls, treatment equipment, and their related components.
- Perform a variety of work in the maintenance and repair of supporting structures, vaults, fences, and sites of all City water, reclaimed water and/or waste water facilities.
- Load, transport, and unload a variety of chemicals and materials such as tools, equipment, fittings, pipe, fluoride, and chlorine.
- Perform strenuous manual work as required including digging, backfilling of trenches, etc.
- Perform customer service activities such as reading water meters, water turn on/off, meter repairs and responding to customer inquiries regarding water pressure, water quality, and related matters.
- Proactively interact with and analyze reports from Advanced Metering Infrastructure system to monitor, troubleshoot, and manage alarms, leaks, reads, and tampering.
- Troubleshoot communication issues between meters and data collectors and supporting customer service representatives.
- Perform meter retrofits including programming and troubleshooting AMI radio and meter equipment using electronic hand-held devices.
- Under general supervision may activate controls to start and stop facilities as required with computer-controlled Supervisory Control and Data Acquisition (SCADA) system.
- Under general supervision may check pressure levels and the status of pumping, regulating, and treatment equipment. Also read recorders, meters, gauges, and record readings and make field computations and adjustments on equipment.
- Operate small equipment such as jack hammers, tampers, power cutoff saws, drill, and dewatering pumps.
- Collect water samples, as required, for water quality monitoring, regulations, and consumer requests.
- Under general supervision may monitor the operation of computerized telemetry equipment.
OTHER JOB-RELATED DUTIES:
- Perform and assist as backup for confined space entry.
- Perform and assist in the installation of proper lane closure and traffic control.
- Under general supervision may operate laboratory equipment and record the effectiveness of water treatment.
- Maintain accurate reports as required.
- Read water meters as required.
- Perform off-duty standby duty monitoring of all water and reclaimed water facilities, including waste water pump and lift stations as assigned.
- Perform other duties as assigned.
EDUCATION:
- High school graduation or equivalent.
- College-level coursework in water technology or a related field is highly desirable.
EXPERIENCE:
- Minimum one year experience in the maintenance and repair of water, reclaimed water, and/or waste water lines and other equipment is required.
REQUIRED KNOWLEDGE AND SKILL LEVELS:
- Tools, equipment, and methods utilized in water, reclaimed water and/or waste water system maintenance and monitoring.
- Customer service principles and techniques.
- Principles and use of water treatment chemicals.
- Water, reclaimed water, and/or waste water system piping, construction of transmission mains, main lines, valves, blow off valves, waterline breaks, and maps.
- Water pumping facilities, water storage, and booster stations.
- Confined space regulations.
- Knowledge of Federal, State, County, and local rules and regulations affecting municipal water, reclaimed water, and/or waste water departments.
- Use a variety of motorized and non-motorized equipment such as light and heavy trucks, trailers, tractors, skip loaders, and pneumatic tools.
- Set-up traffic lane closures for vehicle traffic control.
- Establish and maintain effective working relationships with other employees, City officials, contractors, and the public.
REQUISITE ABILITIES:
- Respond to emergency conditions in all department functions.
- Monitor and perform water treatment chemical application.
- Monitor and anticipate City water demand, as well as, how to increase or decrease necessary supply.
- Basic arithmetic calculations and the ability to take measurements.
- Read and understand work orders, drawings, maps, etc.
- Interpret engineering plans and specifications.
- Understand and carry out verbal and written instructions.
- Effective verbal communication skills.
- Work with a variety of personnel including full-time, part-time, and contract personnel.
- Safely operate vehicles, equipment, power, and hand tools.
- Lift and carry heavy objects safely.
- Procedures for use of confined space entry, and monitoring equipment.
- Basic knowledge and familiarity with operating a computer and various computer programs utilized by the City.
LICENSE REQUIRED:
- Valid California Class "C" Driver's License is required.
- Class "A" or "B" Driver's License with Air Brake and Tank Endorsements is highly desirable.
CERTIFICATION REQUIRED:
- State Water Treatment Operator Certification Grade I is required within the probationary period.
- State Water Distribution Operator Certification Grade I is required within the probationary period.
- State Water Distribution Operator Certification Grade II is highly desirable.
- Waste Water Certification is highly desirable.
- Maintain, at all times, the license and certification required for this job classification.
SPECIAL REQUIREMENT:
Must be available for standby duty and is subject to periodic call-out during off-time hours to assist in emergency repairs and to work various shifts.
COVERAGE UNDER THE DEPARTMENT OF TRANSPORTATION REGULATIONS:
Incumbents with a Class A or Class B driver's license in this classification are covered under the Department of Transportation regulations for drug and alcohol policy are specified in the City’s Administrative Regulation No. 1051.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work will primarily be outdoors with full exposure to the elements but may work indoors as well. Perform strenuous physical labor for extended periods of time requiring physical strength and endurance; drive a City vehicle on City business; operate motorized equipment and machinery; may work under damp conditions and in confined spaces and, therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing up to 100 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise, work with machinery; meet the physical requirements of the class and have mobility, vision, hearing, dexterity and use of both hands and legs appropriate to the duties to be performed
