A Sr. Management Analyst job is available with the City of Fort Worth Neighborhood Services Department/ Administrative Financial Services Division. This position is responsible for the financial and budgetary aspects of the federal grant programs, supervises 3 staff members, Purchasing and Grant Draws and reimbursement.

Minimum Qualifications:
  • Master's degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Four (4) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience

Preferred Qualifications:
  • PeopleSoft Financials and QuickBooks
  • Integrated Disbursement and Information System (IDIS)
  • Substantial knowledge and financial experience in the administration of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and other federal or state grant programs, including related statutes, regulations, policies and processes
  • Ability to prepare clear written reports, present proposals persuasively, and communicate effectively with staff, management, and external stakeholders

Sr Management Analyst job responsibilities include:
  • Day-to-day financial and budgetary, development of annual budget, coordination of annual audit, monthly financial statements and reporting requirements.
  • Financial and budget administration of the City's Community Development Block Grant (CDBG) and other grant programs, including compliance with federal and state reporting requirements, annual budget preparation, reconciliations of HUD grants with City's Financials, regular consultation and communication with HUD program staff and upper leadership.
  • Preparing grant reimbursement requests and reports for CDBG, CSBG and other federal or state grant programs.
  • Preparing financial statements and forecasts, identifying possible budget overruns and opportunities to realize additional revenue and to cut expenses, conducting detailed analysis, and coordinating with senior leaders to identify an appropriate solution.
  • Monitoring the expenditure of grant funds to ensure accountability; and preparing reports, dashboards, and briefings to senior management regarding timeliness, red flags, and other grant reporting requirements.
  • Overseeing the staff that manage the City's Procurement, Purchasing and all Grant draws and reimbursement.
  • Directs, coordinates and reviews the work plan for assigned program services and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods and procedures; and meets with employees to identify and resolve problems.
  • Implements new systems, methods and procedures; monitors program progress in meeting goals and objectives; conducts updates with department head to inform of project progress; adjusts as necessary; designs various survey instruments; and interprets, analyzes and makes recommendations from data
