- Leads development of enterprise standards, methodologies, governance practices and best practices for performance metrics, promoting consistency, quality, meaningful measurement and reliable decision-making across the organization.
- Facilitates development of shared performance frameworks and metrics that support One City initiatives, connecting departmental activities to enterprise and community outcomes that require cross-functional collaboration.
- Partners with departments to develop meaningful operational performance metrics that evaluate ongoing service delivery while ensuring those measures complement enterprise strategic metrics and organizational priorities.
- Plans and conducts program evaluations, operational assessments and process reviews to evaluate effectiveness, efficiency, operational performance, employee experience, community outcomes and alignment with organizational priorities, providing actionable recommendations that improve organizational performance and resource utilization.
- Facilitates discussions with executive leadership, portfolio managers and cross-functional teams to review organizational performance, identify opportunities for organizational learning and recommend adjustments to strategies, programs or performance metrics that improve organizational outcomes.
- Provides training, facilitation, coaching and technical assistance regarding development of performance metrics, program evaluation, benchmarking and continuous improvement practices, to build organizational capability.
