JOB OBJECTIVES

Provide assistance in hosting, planning, implementing, promoting, and evaluating recreation programs, classes and special events. To lead, oversee and participate in the more complex and difficult work of recreation staff; to observe and supervise the activities of patrons participating in recreation programs, activities and at recreation facilities and surrounding area; to protect life, prevent accidents and enforce policies and regulations; to assist in emergency situations and provide emergency medical treatment including CPR and first aid; to assist in the maintenance of facilities and equipment; and to perform a variety of tasks relative to assigned area of responsibility.


SUPERVISION RECEIVED AND EXERCISED

Receives direction from higher level management or supervisory staff.

Exercises functional and technical supervision over recreation staff.

ESSENTIAL JOB FUNCTIONS
The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here.

  1. Lead, plan, train, schedule and review the work of staff responsible for performing recreation duties.
  2. Observe and supervise activities of patrons at recreation facilities and the surrounding area; enforce applicable recreation rules, policies, and regulations.
  3. Assists in the design of a variety of materials to create, maintain, market, and promote programs and events.
  4. Provide emergency response as necessary including first aid and CPR.
  5. Open and close recreation facilities; lead, plan, assign and participate in facilities clean-up and maintenance.
  6. Perform routine administrative duties; maintain accurate records, program rosters, and registration data entry and retrieval.
  7. Respond to questions and inquiries from the general public regarding rules, policies and regulations, use of facilities and various recreation programs offered.
  8. Evaluate programs; make recommendations for improvement.
  9. Provide excellent internal and external customer service. Create a positive experience for customers through professional and courteous behavior.
  10. Practice safe work habits and contribute to the safety of self, co-workers, and the general public.
  11. Respond to reports of recreation facility and/or equipment damage or disrepair.
  12. Respond to emergencies and all incidents/accidents, immediately, and complete necessary forms.
  13. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  14. Respect diversity in the workplace.
  15. Contribute to a positive work environment.
  16. Maintain regular, predictable attendance and punctuality.
  17. Perform other directly related duties consistent with the role and function of the classification.
 
QUALIFICATIONS

Knowledge of:

Operations, services, and activities of a recreation program.

Principles of lead supervision and training.

Principles and practices of planning and implementing a recreation program.

Principles and practices of safely administering recreation activities.

Methods and techniques of first aid and CPR.

Effective oral and written communication skills.

Ability to implement and direct activities, with limited direct supervision.

Principles and practices of public relations.

Appropriate safety precautions and procedures within the area of assignment.

Pertinent Federal, State, and local codes, laws, and regulations.



Ability to:

      Lead, organize, train, and review the work of staff in the area of work assigned.

Perform a full range of recreation duties.

Enforce applicable rules and regulations of the City recreation programs.

Respond to emergency situations and administer first aid and CPR as necessary.

Respond to requests and inquiries from the general public.

Communicate clearly and concisely, both orally and in writing.

Understand and carry out oral and written instructions.

Establish and maintain effective relationships with those contacted in the course of work.

Education and Experience Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:
           
Education:
Equivalent to the completion of the twelfth grade.

Experience:
Two years of recreation program activity experience, coaching, education, or volunteer experience in recreation programming and/or equivalent fields are highly desired.
 
License or Certificate:
Possession of, or ability to obtain a CPR/First Aid certification prior to program commencement.
May require the ability to possess and maintain a valid Oregon drivers’ license.

Preferred Qualifications: 
Bilingual in English/Spanish Language strongly preferred.PHYSICAL DEMANDS AND WORKING CONDITIONS
The physical demands herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential job functions.

Environment: Incumbents are required to work in a dynamic public setting that is often busy and loud and may be exposed to inclement weather conditions, potentially uneven terrain, stairs, and typical hazards found in park and open space areas. In this role, individuals will engage with and supervise a broad spectrum of the public, including children of various ages and maturity levels. Positions in this classification work with the general public and may occasionally deal with distraught or difficult people.

Mobility: Incumbents are required to perform emergency lifesaving functions such as first aid or CPR. Must possess the mobility to stand, sit, stoop, kneel, reach, bend, climb, push, pull, carry, and lift materials and equipment.

Vision, Hearing and Communication: Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations; vision sufficient to read printed documents and computer screens. Speech adequate to communicate recreation rules with patrons and to effectively communicate with co-workers. 

Tools and Equipment Used: In the performance of job duties, the incumbent may use the following tools and/or equipment: multi-line phone system, computers with department specific software, copy and fax machines; mobile smart devices; cleaning chemicals & supplies; basic hand tools; and other related tools and equipment. Ability to use appropriate personal protective equipment such as gloves, safety glasses and ear protection in the performance of essential functions of the position.

Generally initial placement is near the beginning of the salary range.
