General Purpose of Position
Assists the Building Commissioner with review and approval of residential building permit applications; including review of all drawings, plans and specifications … performing field inspections as needed … providing general supervision of building inspection staff on a daily/routine basis.
Major Duties and Responsibilities
Provides managerial support for the Building Division
- Provides supervision for Building Inspectors
- Shall review residential building permit applications (including electrical, mechanical, plumbing, heating, ventilation, air-conditioning, signs, and other miscellaneous permit types), building plans, shop drawings, details, sketches, specifications, structural calculations and other pertinent documents prior to issuing permits
- Shall confer with owners, contractors, sub-contractors, suppliers, vendors, developers, consultants, fire departments, real estate agents, and residents providing assistance throughout the permit application process
- Assists Building Commissioner in making daily/routine assignments to building inspection staff
- Assists in the writing of performance evaluations of inspection staff
- Assists Building commissioner in the training and occasionally retraining all full-time and part-time employees of the Building Division
- Performs public relations work, maintaining city records, preparing verbal and written reports
- Liaison to the Board of Adjustment (BOA), Property Maintenance Appeals Board (PMAB), and Landmark and Historic District Commission (LHDC)
Provides for proper communication on behalf of the Building Division
- Assists the Building Commissioner in attending various boards and commission meetings
- Make presentations to the Mayor, City Council, other departments, and/or the public as needed
- Responds to public or other inquiries relative to department policies and procedures
- Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities, services, new government regulations, new technologies and products
- Maintains good public relations with boards and commissions, residents, businesses and the general public
- Assists in the education of residents, businesses, Council Members, Boards and Commission members and other agencies in the activities of the Public Works Department
Provides assistance in all planning matters relating to the Building Division
- Reviews building permit applications (including electrical, mechanical, plumbing, signs and other miscellaneous permit types), building plans, details, sketches and specifications, and issue permits
- Confers with owners, builders, developers, consultants, fire departments, real estate agents, and residents as will be required to assist applicants with the plan review and permit process
- Assists Building Commissioner with planning and zoning issues as assigned
- Works in coordination with various developers in matters regarding new development within the City
- Assists in liaison work with Economic Development Director
- Reviews construction drawings and specifications
- Performs various inspections as required
- Shall routinely use personal vehicle to perform weekly duties
- Shall perform all other related duties as required
Requirements
Education and Experience
The Plan Reviewer shall have a bachelor's degree from an accredited college with a major in Architecture, Civil Engineering, Urban Planning, Community Development or a related field that includes course work in historic preservation and urban design. . Plan Reviewer shall have had at least three (3) years experience in a responsible planning position as a supervisor or administrator. Shall have advanced formal training in locally enforced building, electrical, mechanical, plumbing and fire codes; Prefer five years’ experience and progressive responsibility in the Code Enforcement field.
Prefer two years of plan review experience; Prefer training and experience in planning and zoning principles and practices desired.
Licenses and Certifications
Shall be certified as an ICC Building Plans Examiner or obtain in twelve (12) months.
Must possess and maintain a valid driver's license.
Salary : $30
