This position is responsible for leading, accurately locating, marking, and overseeing a team of utility locators to ensure accurate and timely identification and marking of underground electric power lines, gas lines, water/wastewater lines, stormwater lines, and related infrastructure. This position is vital for ensuring the safety of construction and excavation crews, preventing accidental damage to electric lines, natural gas lines, water/wastewater lines, stormwater lines, and minimizing service disruptions.
  1. Supervise and mentor a team of utility locators, providing guidance, training, and performance evaluations.
  2. Accurately locates lines for Electric, Gas, Water, Wastewater, and Stormwater, utilizing specialized equipment (electromagnetic locators and Ground Penetrating Radar (GPR)) to precisely identify and mark the presence and path of underground cables and lines using appropriate markers (i.e., paint, flags) according to industry standards and regulations.  
  3. Read and interpret technical documents; analyze utility maps, blueprints, and as-built drawings to understand the layout and depth of infrastructure.
  4. Document and maintain detailed records of location activities, including maps, sketches, photos, and any discrepancies encountered.  
  5. Effectively communicate with construction crews, utility companies, homeowners, departmental personnel, and other stakeholders to coordinate locate activities and ensure safe practices.
  6. Troubleshoot and resolve any technical issues or challenges encountered during the locating process.
  7. Strict adherence to all safety protocols/procedures, specifically those working near electric, gas lines, water/wastewater lines, all underground utilities, and traffic to ensure personnel safety and the safety of the public.
  8. Will be required to respond to emergency situations, on-call rotation, and after-hours locate requests.
  9. Review and verify the accuracy of the team’s locates for quality assurance, to include conducting field audits and examining documentation.
  10. Conduct training for new locators, provide ongoing training and development opportunities for the locator team, ensuring compliance with industry standards, regulations, Operator Qualifications (OQ), and best practices.
  11. Provide technical and troubleshooting support to locators and assist them in resolving complex locating issues.
  12. Strictly adhere to safety protocols and procedures, specifically when working near electric and gas lines.
  13. Oversee the maintenance and calibration of locating equipment used by the locators.
  14. Assist in damage prevention efforts, including public and contractor awareness and training.
  1. High School Diploma/GED.  Additional education/training in construction, surveying, line locating, or a related field preferred.
  2. Ten (10) years of working experience in utility line locating, or related employment (i.e. construction or surveying line locating)
  3. Proficiency in using utility locating equipment and technology.
  4. Valid driver’s license.
  1. Must be able to read and interpret technical maps, blueprints, and utility records.
  2. Must have strong communication skills, both verbal and written.
  3. Must be detail-oriented, with exceptional attention to detail and accuracy.
  4. Must have knowledge of the State of Alabama 811 laws.
  5. Must be able to write legibly and clearly.
  6. Must have the knowledge and ability to troubleshoot and resolve technical issues
Supervision:
Employee works independently with little or no direct supervision. General Foreman-Underground establishes work assignments, and the employee provides updates on the progress of work.

Physical Demands (with or without accommodations):
  1. Must be able to walk 1-3 miles daily, if needed, carrying equipment.  
  2. Must be able to work in inclement weather conditions (extreme hot/cold).
  3. Must be able to walk on uneven terrain, lifting and carrying equipment.
  4. Must be able to bend, stoop, work in confined spaces, and lift up to 75 lbs.
  5. Must be able to drive a vehicle.
Equipment/Tools Used: 
Computer, IPad, automotive vehicle, communication equipment, GPS, locating equipment.

Additional Note:
This is a SAFETY-SENSITIVE position requiring the ability to pass a drug and alcohol test mandated by the City of Florence and PHMSA (Pipeline and Hazardous Materials Safety Administration).
