Directs the processes of appraisal and assessment of real and personal property in accordance with the provisions of the General Property Tax laws and constitution of the State of Michigan; performs the function of establishing property valuations; directs the preparation of assessment rolls, city ad valorem and specific tax rolls; performs related administrative work as required.
  1. Develops procedures to assure the equitable administration of the General Property Tax Laws within the framework of the state constitution.
  2. Programs, organizes, directs and reviews for effectiveness various activities of subordinates engaged in the technical processes of appraisal and assessment of real and personal property and the clerical and accounting processes involved in the preparation of assessment rolls, city ad valorem and specific tax rolls.
  3. Establishes, directs and reviews for effectiveness various control and research programs, such as: External audits of the records of firms and corporations, appraisal training programs, statistical review of appraisals by neighborhood tract areas, internal equalization studies and collecting and analyzing factual information in maintaining a current appraisal data bank.
  4. Serves as a member of the Elections Commission.
  5. Defends ad valorem assessments before the Board of Review and Michigan Tax Tribunal and the Michigan State Tax Commission.
  6. Develops and establishes the annual tax rates from the tax certifications on file of City and County units and the several school districts; prepares the annual budget for the Division of Assessment and submits to the Director of Finance.
  7. Confers with the State Tax Commission, tax representatives of corporations and business firms, and with property owners, relative to property assessments.


  • Graduation from college with a specialization in Accounting, Business or Public Administration, OR
  • At least five (5) years of experience in appraising the value of real and personal property, two (2) years of which must have been in a government agency.
  • Thorough knowledge of the principles, methods and techniques of real and personal property valuation.
  • Thorough knowledge of laws, judicial opinion(s), rules and regulations governing real and personal property assessment.
  • Considerable ability to analyze factors that tend to influence the value of property and objectively exercise sound judgment in the determination of property values.
  • Ability to establish and maintain effective working relationships with taxpayers, other governmental and city officials and subordinates.
  • Thorough knowledge of BS&A Assessing.net, BS&A Tax.net, BS&A Permits.net, BS&A Cloud and associated programs preferred.
  • Thorough knowledge of Windows Office programs and Google.

NECESSARY SPECIAL REQUIREMENTS:
  • Possession of a valid State of Michigan Driver’s License on the date of appointment.
  • Possession of an MMAO (Michigan Master Assessing Officer) Certification in Assessment Administration from the State Tax Commission.
  • Possession of a Michigan Certified Personal Property Examiner (MCPPE) from the Michigan State Tax Commission.
