Utility Billing Clerk

Department: Public Works/Water

Supervised By: Public Works Director

Status: Full Time 8:00am – 4:30pm

Pay: $23.12 Starting Rate

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  • Process water bills, water bill reminders, shut off notices, final water bill as required.
  • Post daily water bill receipts.
  • Balance all billing registers and daily receipt registers. Balance final billing at the end of each month.
  • Keep records of all residential and commercial water users who are charged for sewer only and water only.
  • Keep record on non-City resident (Berlin, Rockwood, Huron and Brownstown) water usage, sewer connections, and meter deposits. Mail reports to corresponding cities.
  • Send quarterly reports to Brownstown and Rockwood Water Departments of water usage of their residents.
  • Keep track of all partial payment agreements and send shut off notices to those who don’t comply with agreement.
  • Send letters to water users when meters need repair and when remote readers are needed..
  • Create invoices for various work done by the Water Department and meter repair company.
  • Keep record of and change addresses on bills and meter cards.
  • Answer phone calls on water and sewer complaints, billing explanations, final readings, leaks, and general information.
  • Prepare work orders for water meter serviceman to carry out.
  • Take applications for water and sewer taps, compute prices, type permits, call Miss Dig to inform them of permit, compute final cost of tap and after the work is completed, send either an invoice or check for the balance of their deposit.
  • Call Miss Dig when required.
  • Calculate amounts to be added to property taxes as requested.
  • Serve as a back up to the Building and Safety Department as required.
  • Maintain an updated website regarding all DPS & Water Department matters.
  • Post important reminders/dates to Facebook, City Website, and the City Board.
  • Handle all Non-sufficient funds for water bills.
  • Post Ordinances and CCR to News Herald.
  • Handle all water billing matters and correspondence.
  • Process water discharge invoices through Miscellaneous Receivables.
  • Manage all DPS & Water record keeping per retention guideline.
  • Order necessary office supplies and billing supplies for DPS & Water.
  • Open department mail, process or stamp it.
  • Answer phones – Take complaints, requests, channel call to appropriate person, answer questions regarding recycling, garbage pick-up, special pick-up, sewer back-ups, etc.
  • Prepare and mail weed mowing invoices.
  • Prepare forms to be used by DPS workers.
  • Maintain necessary files.

Minimum Qualifications

  • Ability to legally work in the United States
  • Minimum 18 years of age at date of application
  • High school diploma or equivalent

Required Knowledge, Skills, and Abilities

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
  • Good verbal and written communication skills with public and other department’s employees.
  • Work well under stressful situations, meet deadlines, adapt to changing priorities, and maintain calm demeanor when dealing with difficult persons.
  • Computer skills and knowledge including Microsoft Word, Excel and BS&A.
  • Utility Billing and/or Public Services experience preferred. High School Diploma or GED.
