What are the responsibilities and job description for the Code Enforcement Manager position at City of Fernandina Beach?
The Code Enforcement Manager is responsible for the overall administration, supervision, and operation of the Code Enforcement Department. This position provides leadership and direction to Code Enforcement personnel, oversees daily field operations, and manages complex, high-profile, or unusual code enforcement cases from initiation through resolution. The Manager serves as a key liaison between staff, the public, City departments, and elected officials while ensuring consistent, fair, and professional enforcement of City codes and ordinances. The Code Enforcement Manager reports to the Deputy City Manager.
Education and Experience:
High school diploma or GED required; Bachelor’s degree preferred. Minimum of five (5) years of experience as a Code Enforcement Officer or in a similar position demonstrating broad knowledge of municipal code and ordinance enforcement. Ten (10) years of demonstrated customer service experience required. Five (5) to seven (7) years of progressively responsible leadership or supervisory experience.
Florida Association of Code Enforcement (FACE) certification in all four courses (see below), is required, with active participation in annual FACE educational conferences. Proficiency in Microsoft Office Suite required.
A comparable combination of education, training, and experience may be substituted for the minimum qualifications.
Certifications and Licenses:
Valid Florida Driver’s License with a satisfactory driving record.
Florida Association of Code Enforcement (FACE) certifications required:

- Legal Aspects of Code Enforcement
- Administrative Aspects of Code Enforcement
- Officer Safety and Field Applications
